. WHEREAS, pursuant to resolution� C. F. 267060, approved April
16� 1976� a public hearing was s.cheduled for 10:00 a.m. on April
29, 1976, before the Council of the City of Saint Paul, said hearing
pertaining to the condition of the structure located at 666 DeSoto,
Saint Paul, Minnesota; and
WHEREAS, upon facts presented at saic�hearing consisting of
photographs� inspection reports and the recommendation of the
Division of Housing and Building Code Enforcement it -�.s found and
determined by the City Council that according to the records �d
files in the office of the Register of Deeds� the la�t record c��mer
of the above described property is Paul Haanen� and' �i.a.t ther� are
no lien holders of record; and that it is further determi�ed that
the above described building constitutes a hazardous �uilding
within the definition of Minnesota Statutes Section 463.15 for the
following reasons: -

The Division of Housing and Building Code Enforcement is hereby submit-
ting its report on the conditior� of the structure at the location re-
ferred to above.
The owners of record are:
Mr. Paul Haanen, 45 Lyton P1ace, St. Pau1 55117 �
Mr. George B1ank, 75 Mounds Blvd. , St. Pau1 55106..
The - legal description of the property is:
The South 50 feet of the North 152 .feet
of Lot 11, Irvine' s Addition of Outlots.
Because of age, deterioration, fire damage and improper maintenance,
we believe this building to be in a hazardous condition and beyand
rehabilitation and recommend that it be condemned and removed as soon
as possible.
Inasmuch as the conditions outlined above constitute a public hazard and
the. owner has made no attempt to satisfactorily repair the damage de-
spite our warnings, and the conti.nued vacant and boarded up condition
contributes a blighting influence on the neighborhood, it is t�e xecom-
mendation of this Division that this matter be referred to the City
Attorney's office for razing and removal through District Court pro-
cee gs. �
