WHEREAS, the City Council , by Resolution, Council File No. 266179, approved
October 9, 1975, approved guidelines and steps for the establishment of the
citizen participation process to aid the City in the development of programs for
the City and its neig.hborhoods; and
WHEREAS, the District 11 Coalition has applied for recognition as the
General District Council for District 11 ; and
WHEREAS, the Mayor's Office has advised the Council that the District 11
Coalition has complied with the City Council 's guidelines and steps and
recommends that the City Council recognize their organization and appropriate
$7,605.00 to assist the organization in implementing its work program; and
WHEREAS, the City Council held a public hearing on Tuesday, August 24,
1976, for the purpose of considering the request of the organization, the
Mayor's recommendation, and to hear from all interested persons; now, therefore,
be it
aEStI�.VED, that the Council of the City of Saint Paul does hereby approve
and recognfze the District 11 Coalition as the General District Council
for District 11 and does hereby approve and appropriate the following funds
and budget for the organization for the period July 1 , 1976 through June 30,
197�, and the Mayor's Office is authorized and directed to a�ninister the
budget on behalf of the organization in accordance with such procedures as
may be established by the Mayor's Office;

The District 11 (University-Hamline) conanunity has submitted a
City Council recognition package to the Office of Com�nunity Develop-
ment and requests that the City Council establish a public hearing :
date to facilitate the Council recognition process.
The community has requested that the evening of August 24 be set
aside for this purpose (time and place yet to be determined). This
date coincides with publication of the Nii•dway Monitor which will assist
the co�unity wi.th notification of the public hearing.

Background
The District 11 Coalition is representative of existing community
organizations and area residents in the University-Hamline neighborhood.
A steering committee began meeting in February of 1976 for purposes
" of implementing the 10-step Council recognition process.
A public meeting was held in June of 1976 where by-laws were adopted by
area residents. Membership includes organizations, special interest
groups and corranunity residents based on geographical areas.
Work Program
The District 11 Coalition, as indicated on the attached Work Program,
will pursue short-term planning activities (i .e. , Community Development
Year III) and long-term planning activities (i .e. , General District
Planning) . District 11 will also work toward communications that will
increase citizen participation, improve development of community
leadership, pursue development and implementation of new programs designed
to serve the District 11 community.

B -y Laws
A public hearing, referred to as a town meeting, was held on June 23,
1976, and by-laws were amended and ratified by the District 11 comnunity.
The town meeting was publicized tfirough the Midway Monitor, a newsletter
distri6uted to every residence, parish. 6ulletins, news reTeases in the
St. Paul newspapers and placards posted in tF�e community.
Budget
The attached budget request is in the amount of $7,605.00 for purposes of
carrying out citizen participation activities in District 11 .
The Office of Corranunity Development recommends this budget be approved.
Recor�nendati on
The Office of Community Development is satisfied that the District 11
Coalition, as proposed in the attached documents, meets the intent and
purposes of Council File No. 266179:, estaGlishing a process for citizen
participation by designated districts in tFie City of Saint Paul .
Therefore, we recommend that the District 11 Coalition, as proposed, be
recognized as the General District. Planning Council for the University-
Hamline community.

DISTRICT 11 COALITION HISTORICAL REPORT
The purpose in establishing the District 11 Coalition is threefold.
First is to improve the coordination between the five organizations within
the community. These five organizations consisted of the two citizens councils:
Midway Concerned Citizens Council and Hamline-Midway Community Council; the
business community through their Midway Civic and Commerce Association; Hamline
University and the Midway Clergy Association. The coordination is to provide
communication, consultation, and collaboration between these five organizations
on their views and plans for the development of the community, as well as
resolving any misunderstandings or perceived differences. The second purpose
is to establish an organizational and procedural instrument for acquiring
eligibility for the Community Development Block Grants Program and any
additional City planning and development programs. Third is to produce a
long term general district planning committee.
The procedure used to implement the purpose was the gathering of a
steering committee which was to draft by-laws, arrange the necessary public
hearings, and initiate the application process for recognition by the City
Council as stated in Council Resolution 4E266179 of October 8, 1975.
In October 1975, a group of residents in the District made an appli-
cation for Community Development Year II funds. However, this application
was re�ected since no public hearings had been held, or multi-organization
coordination had been demonstrated. The desired coordination had not been
achieved primarily due to the lack of time between the groups receiving
the application information and the applications due date.

Early in February 1976, the two citizens councils were invited to
a meeting to establish the steering committee. This meeting occurred on
February 11, and initial goals and membership were effectively agreed on.
The membership of the steering committee was as follows: Three members from
Midway Concerned Citizens Council, named by its president; three members
from Hamline-Midway Community Council, named by its president; three members
from the Midway Civic and Commerce Association, named by its board chairman;
one member from the Midway Clergy Association, named by its chairman; and
an institutional representative named by Hamline University.
On March 18, the first formal meeting of the steering committee was
held. Mr. Robert Wicker was elected chairman and two subcommittees were
formed. The first subcommittee was to draft by-laws and the second was to
establish communications with the City's administration, the participating
organizations, and the District at large. This meeting, as well as those
following, was attended by representatives of the Office of Community
Development, and the City Planning Department.
Following this meeting, weekly meetings of the subcommittees and
the full steering committee were held. When June 23 had been decided upon as
� the date the by-laws would be ratified, two additional subcommittees were
formed. One was to arrange for community notification, and the other was to
make .the physical arrangements, draft the agenda, and arrange the registration
process.
The public hearing on June 23 was referred to as Town Meeting since
all of the participating organizations had been sponsors of one of the Town
Meeting 76 programs, which was held on April 23. It was considered by the
steering committee that the Coalition was one of the developments of that
program and its goals and objectives.

The process of notifying the community about the public hearing
(Town Meeting), as required by the City Council, used a series of techniques.
Direct mailings to each household in the District was not used for two
reasons. The first was the lack of a mailing list, the second was the
prohibitive cost. The other techniques that were available and used were:
one, news articles on the Coalition carried in the neighborhood newspaper,
The Midway Monitor; two, reports given by the delegates to their respective
organization; three, the proposed by-laws of the Coalition were published
?r *.he June issue of The Midway Monitor (distributed June 12); four, a public
l�r.� ��� from the steering committee to all households was distributed door-to-door
(Jimz 1�) ; five, articles or notes on the Town Meeting were published in the
various parish bulletins for the week of June 14-20; six, a news release on the
Meeting was prepared and issued to the St. Paul newspapers and several radio
stations prior to the Meeting; seven, approximately 90 placards were posted in
various retail establishments in the District (June 14-15) .
The required public hearing was held as scheduled on June 23. The
Meeting cnnsisted offour parts. The first was an explanation of the steering
committee'� activities, and on the purposes and goals of the Coalition. The
� second part was the reading, amending and ratifying of the by-laws, both as
individual items and as an entire document. The third part of the Meeting was
the establishment of four sub-districts in order to enhance the citizen
participation of the District by the election of inembers-at-large. In this
procesG; *_he sub-districts were explained as to purpose and role, and delegates
were elected. The fourth part consisted of the election of officers to serve until
their *_erm expires in April 1977.
The delegates from the participating organizations and the sub-district
delegated members-at-large constitute the Board of Directors for the District
11 Coalition.

After five year� in the Hamline-Midway area, my husband and I
have recentl� become home o�vners here, It is a �ood area in
ahich to live and �e are intereated in keeping it that way.
We attended To�rn Meeting �76 in April. It was obvious that there
were several groups that were very interested in the improvement
of the neighborhood. Zt wa,� also obvious that these �roups h�d
not worked together �rell up to that time. The pa�rticipants of
Town Meeting urged cooperatiun, and the result was an ad hoc
committee which prepared the by-laws of this organization, The
District 11 Coalition, I was elected a�a an at -large delegate,
and at subsequent meetings it has become apparent that the various
graups are working together seriously to make the Coalition effec-
tive .
The District 11 Caalition can do xhat none of its individual
member groups could do, that iB, unite our Midway citiz�ns in
their common goal o� community betterment. At the �ame time,
each member group maintains its individual character.
For this reaeon, I ur�e the Council to grant recognition to the
District 11 Goalition as the commi�nity development vehicle for
this neighborhood.
