THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1. The following new sections 412 .08- . 13 are hereby enacted as pa.rt of Cha.pter 412 of the Saint Paul Legi s lative Code: "412.08. Game Rooms - License. No person shall operate a game room in aint PauT-without a license. 412 .09. Definitions. The phrase "game room" shall mean and inclu e an, esta lishment or premises in which four or more coin operated mechanical amusement devices as defined in Section 412.01 are kept or ma.intained for the use of the public. : �+12. 10. Exclusion. No person licensed to sell � intoxicating or non-intoxicating Iiquor at retail sha.11 .be required to ha.ve a game room license for the prem- ises described in such intoxicating or non-intoxicating liquor license. 412. 11. �A lication - Fee. (2) Name and written consent of the land- lord to operate a game room, if not part of the lease, and a copy of the lease; (3) A list of the coin operated mecha.nical amusement devices to be placed or operated in the game room, together with their license numbers; (4) The name or na.mes of ma.na.gers hired to supervise the operation. (b) The license fee, which sha.11 be paid at the time of making the application, shall be $200.00 per year. 412. 12. �Mana.g�er. The licensee shall himself act as ma.na.ger, or hire ot�r persons to act as managers, who sha.11 be on duty on the premises licensed at all times such game room is open for business. It sha.11 be the duty . of the licensee or his ma.nagers to rema.in on the premises at all times, -and° enforce tlze provisions of section 412. 13. Failure to comply with the requirements of this section sha.11 be grounds for revocation of said license, in addi- tion to any other misconduct of the licensee or any of his employees. 412. 13. �Re ulations. (a) Hours of Operation. Game rooms ma.y not �e -ope�or business on all Saturdays of the year, and on weekdays from and including June 1 through August 31, except between the hours of 8 :00 a.m. to 12 :00 midnight. Game rooms ma.y not be open for business on all Sundays of the year, and on weekdays from and including September 1 through Ma.y 31, except between the hours of 3:00 p.m. and 11:00 p.m. (b) Code of Conduct. The following code of conduct sha.11 be posted in a prominent place in the game room, and sha.11 be enforced by the licensee and ma.na.gers: (1) Tru.a.nts from school sha.11 not be permitted to enter or remain on the licensed premises. (3} No person soliciting to vice or any other unlawful purpose shall be permitted to enter or rema.in on the licensed premises. (4) No person selling, transferring, giving, using, or in possession of, any controlled sub- stance as defined in Minn. Stat. �� 152 .Q1-152 .20 sha.11 be permitted to enter or rema.in"on the prem- ises or rema.in in the area directly adjacent to the licensed premises. (5) No person sha.11 be permitted to obstruct or interfere with pedestrian traffic on all side- walk areas directly adjacent to the licensed premises, or to ha.rass, threaten or annoy any other person in the areas directly adjacent to the licensed premises." . Section 2. � This ordina.nce sha.11 take effect and be in force thirty (30) days after its passage, approval and publication. Section 3.
