Section 1.
Tha.t the Zoning Ma.p of the City of Saint Paul, Sheet No. 18,
as incorporated by reference in Section 60.401 of the Saint Paul
Legislative Code, is hereby amended as follows:
The property owned by Northwestern Bell Telephone
Compa.ny located on the West side of Beacon Avenue between
University and Shields Avenue, more particularly described
as
"Lots 64, 65, 66, 67, 68 and the South 2 feet of
Lot 69, Howard Park addition"
is rezoned from RM-2 to OS-l.
Section 2.

Dear Madam:
This is written in response to the petition of Northwestern Bell
Telephone Company to rezone, from RM-2 to OS-1 , the property located
on the West side of Beacon between University Avenue and Shields
Street.
This matter was heard by the Current Planning and Zoning Committee
on May 20, 1976. It was stated that the purpose of said pe�ition
is to allow proposed addition to the existing building. The
rezoning classification would classify the property in such a manner
as to reflect the total site in one particular zoning district,
that being OS-1 .
After a brief discussion of their proposal , a motion to recommend
approval of the rezonipg carr�ed unanimous7y.
On May 28, 1976, the Planning Commission unanimously approved the
recommendation of the Current Planning and Zoning Committee.

A. Sufficiency: In a letter dated April 26, 1976, the Director, Department of
Finance and Management Services, declared the Petition sufficient with the owners
of 21 out of 30 eligible parcels having signed said petition.
B. Proposal: The appellant proposes an addition to the existing building.
C. Frontage and Area: The proposed site it 180 feet along Beacon Avenue and is
100 feet in depth, and is approxinnately 18,000 square feet in area.
D. Site Conditions: The subject site consists of five lots. Two lots have single
family homes on them, and the other three lots are currently vacant. The site is
bounded by the property line of an adjacent lot to the north, the current Bell
Telephone structure to the south, Beacon Avenue to the east, and an alley to the
west. The site is at street grade and level in all directions.
E. Area Conditions; The area is developed primarily with single family dwelling units
on medium to small lots. The housing is of the post-war construction period. There
are only five multi-family dwelling units in the immediate area. There are five
vacant lots in the area: The site comprises three of them.
F. Findings: Rezoning of the proposed site from RM-2 to OS-1 is a two step move, of
graduated intensity in Zoning districts.
The remainder of the block which is the subject site is located on is zoned OS-1,
P-1, and B-3.
Rezoning said property would classify the total telephone company ownership in a
single zoning district.
The current Northwestern Bell facility is zoned OS-l.
The proposed construction and addition of off street parking stalls should relieve
a portion of the on-street parking problem along Beacon Avenue.
G. Staff Recommends that the appellant's request for rezoning be granted.
The proposed reuse of the subject site is consistent with the current use.

The rezoning classification would classify the property in such a manner as
to reflect its peculiar suitability for an acceptable peculiar reuse.
Site utilization of this sort will prevent overcrowding of land with buildings
in addition to conserving property values in the community.

The Current Planning and Zoning Committee heard this petition on May 20,
1976. A recommendation for approval of this rezoning carried unanimously
on a motion by Mr. Hummer, seconded by Ms. Showalter.

at 300 Metro Square Building, St. Paul , Minnesota.
Present: N�nes. Cochrane, Mayne, and Norton; Messrs. Brown, Bryan,
Feder, Hanggi , Humner, McDonell , Pangal , Rupp, Sherwood,
Stegemoeller, Van Hoef, Wilkening, and Willits.
Absent: htnes. Piccolo, Showalter, and Slawik; Messrs. Prifrel
and Tobler.
Also Present: Kris Harley, CoirununitV Scrvices; K. Ford, J. Shelton, M.
Murphy, M. Senn, G. Walek, W. Lane, L. Jung, and D. Spaid
of the Planning Department Staff.
The Planning Comnission took the following action at the May 28, 1916, meeting:
APPROUED the Minutes of the May 14, 1976, Planning Commission meeting by
voice vote.
APPROVED a petition by Northwestern Bell Telephone Company to rezone
property on the North side of Shields Street between Fairview and Beacon.
Mr. Rupp made a motion to approve the recomnendation of the Current Planniny
Conn�ittee. Mr. Hanygi secor�ded the motion and it passed unanimously.
APPROVEO a petition by John J. Kavanagh to rezone property on the South side
of East Seventh Str•eet between Birmingham and Barclay. Mr. Rupp made a
motion to approve the Comrnittee reco�rmendation for denial . Mr. Nunnier
seconded the motion and it passed unanimously.
APPROVED a petition b_y Robert and Juliana Janssen to rezone property on the
Southeast corner of Dale and Cook. Mr. Rupp made a motion to approve the
Comnittee recoimiendation for approval . Mr. Sherwood seconded tfie motion
and it passed unanimously.
APPROVED a petition by Robert Mecay�to rezone property on the Southwest
corner of Grand and Avon. Mr. Rupp made a motion to approve the Comnittee
recomnendation for denial . Mr. Humner seconded the motion and it passed
unanimously.
BY RESOLUTION, endorsed the Downtown People Mover (DPM) proposal . Motion
, made by Ms. Norton, seconded by Mr. Rupp, and passed unanimously.
BY RESOLUTION, approved the Comprehensive Policy for Pondi�ng of Stor�n Water.
Mr. Hummer requested an amendment to the Resolution which was presented to
the Comnission, by adding, "This Comnission also recomnends that speedy
identification and acquisition of vacant ponding areas be undertaken. "
Because of the urgency of this ma�tetr it is very important that these areas
be identi�ied and acquired.

Mrs. Mayne and carried unanimously.
