WHEREAS, Saint Paul Legislative Code § 37617(c) requires new applicants fot a
taxicab driver's license to successfully complete a taYicab driver training course as a prerequisite
for licensure; and
WHEREAS, § 376.17(d) permits an applicant to obtain a provisional operator license
which authorizes the driver to operate unfil the first available opening in a training class, at
which time the applicant must enroll in and successfully complete the class; and
WHEREAS, Deborah Burbage was issued a provisional operator license by the Office of
LIEP and was notified of the taYicab driver training course to begin on Monday, February 5,
2001, but failed to attend and successfully complete the course; now, therefore, be it
RESOLVED, that the provisional operatar license (license ID # 19990007203) issued to
Deborah Butbage is hereby revoked for failure to enroll in and successfully complete the
required taa�icab driver training course.

The Office of License, Inspections and Environmental Protection has recommended revocation
of your provisional operator status as a tasicab driver based upon your failure to enroll in and
successfully complete a taxicab driver training course, pursuant to Saint Paul Iegislative Code
§ 376.17(d). Enclosed is a copy of the proposed resolution.
Please take notice that a hearing has been scheduled before the Saint Pau1 City Council for 5:3Q
p.m. on Wednesday, June 6, 2001 in the City Council Chambers, Third Floor, Saint Paul
City HalURamsey County Courthouse. You will have an opportunity to address the Council at
that time.
