WHEREAS, Family Service of Saint Paul has, for the past three years,
been providing excellent long-term counseling, social work services, and
leisure time activities coordination services for the elderly and handicapped
residents of public housing and surrounding neighborhoods; and
WHEREAS, Older Americans Act - Title III funds which have been used
to operate the program for three years will terminate in March of 1977,
necessitating funding from other sources such as Title XX funds administered
by the Board of Ramsey County Comnissioners; and
WHEREAS, loss of these services would result in approximately 320
residents, most of whom are 80 years old or older, having to move into more
dependent and costly living situations within one year of termination of
service, and a general decline in the community and morale of the hi-rise
residents; and
WHEREAS, this service now costs $316,000 per year at hi-rises and
would be more than $1 ,800,000 at other facilities, and the emotional and
traumatic experience of moving is not in the best interest of these residents
or the people of Saint Paul ; now, therefore, be it
RESOLVED,that the City Council of the City of Saint Paul extend its
total support for Family Service of Saint Paul 's Title XX Grant Proposal
which has been submitted to the Board of Ramsey County Comnissioners and urges
said Board of Comnissioners to continue with the funding necessary for this
service.
