WHEREAS pursuant to resolution� C. F. No. 267751, approv+ed
August 24� 1�76� a public hearing was scheduled for 10:00 a.m. on
August 26, 1976, before the Council of the City of Saint Paul,
said hearing pertaining to the condition of the structure located
at 22 W. Sycamore� Sa.int Paul� Minnesota; and
WHEREAS� upon facts presented at said hearing consisting of
photographs� inspection reports and the recommendation of the
Division of Housing and Building Code Enfbr�etn�nt- �t is found an.d
determined by the City Council that according to the records aa�.d
files in the office of the Register of Deeds the last record owner
of the above described property is Fred C. OiNeil; and that it is
further determined tha.t the above described building constitutes
a hazardous building within the definitions of Minnesota Statutes
Section 463.15 for the following reasons:
a. The building is standing vacant, abandoned and is
subject to being entered by unauthorized persons;

Honorable Council:
The Division of Housing and Building Code Enforcement is hereby sub-
mittings its report on the condition of the structure at the location
reterred to above.
The owner of record is Fred C. O'Nei1, 2325 N. Dale St. , St. Paul,
Minnesota 55113.
The legal description of the property is :
The North 2.5 feet of Lot 19 and
all of Lot 10 , Block 6, Drake 's
Second Addition.
This building is a large barn or shed. The roof has collapsed and�the
entire building is in a dilapidated and hazardous condition and should
be condemned and removed as soon as possible.
The Housing and Redevelopment Authority is not in the proces� of acquir-
ing or intending to acquire this property.
Inasmuch as the conditions outlined above constitute a public hazard
and the owner has made no attempt to satisfactorily repair the dam-
age despite our warnings and the continued vacant and boarded up con-
dition contributes a blighting influence on the neighborhood, it is
the recommendation of this Division that this matter be referred ta
the City Attorney's office for razing and removal through District Court
proceedings.
