F. No. 267753� approved August 24� 1�76� a public hear ing was scheduled for 10:00 a.m. on August 26, 1976, before the Council of the City of Saint Paul, said hearing pertaining to the condition of the structure located at 538� Rice Street, Saint Paul� Minnesota; and WHEREAS� upon facts presented at said heaxing consisting of photographs� inspection reports and the recommendation of the Division of Housing and Building Code Enforcement it is fovnd and determined by the City Council that according to the records and files in the office of the Register of Deeds� the last record owner of the above described property is Gilbert G. Sanchez; and that it is further determined that the above described building constitutes a hazardous building within the definition of Minnesata - Statutes Section 463.15 for the following reasons: a. The owner of record is Mr. Gilbext Sanchez, 538 Rice Street, 5aint Paul, Minnesota 55103. The legal description of the property is Lot 4, Block 2, Whitney's Subdivision of the City of Saint Paul. This buzlding due ta age, deterioration and improper maintenance is deemed beyond feasible rehabilitation and should be condemned and removed as soon as possible. The Housing and Redevelopment Authority is not in the process of acquir- ing or intending to acquire this property. Inasmuch as the conditions outlined above constitute a public hazard and the owner has made no attempt to satisfactorily repair the damage despite our warning�, and the continued vacant and boarded up condition contributes a blighting influence on the neighborhood, it is the recom- mendation of this Division that this matter be referred to the City.
