WHEREAS, pvrsuant to resolution, C. F. No. 26f�48� approved
May 7, 1976, a public_ hearing was schedu�ed for �0s�0 a.m. on
May 20, 1976, before the Council of the City of Saint Paul, said
hearing pertaining to the condition of the structure located at
701 Jackson, . Saint Paul, Minnesota; and
WHEREAS, upon facts presented at said heaxing consisting of
photographs, inspection reports and the recocr�nendation of the
Division of Housing and Building Code Enforcement it is found and
determined by the City Council that according to``�the records and
files in the office of the Register of Deeds, the last record owners
of the above described property are David and Lisa Brant and John
E. Blomquist, Inc. ; and that there axe no Iien holders o€ record;
and that it is further determined that the above described building
constitutes a hazaxdous building within the definition of Minnesota
Statutes Section 463.15 for the following reasons:

ORDER ,
1. The owners of the above buildi�g shall make ti1 e same sa.fe
and not� detrimenta� to �he public peace, I�ealth and safety by
having the said .building razed and the materials therefrom removed
from t�e premises within thirty (30) days ; from the date . of t�e
. service of this Order;
2. `Unless sueh corrective action is t�.ken to comply with
this Order or an answer served upon the City of Saint `Paul and .
� filed in the O�fice of the Clerk of �istrict Court of Ramsey
County, Niinnesota, within twenty (20) days from the date of the
service of this Order, a Motion for Sutrgnary Enforcement of th�s
Order.;:to r�.ze and remove the said building �ill be made to the
Ramsey=County District Court;

Honorable Council:
The Division of Housing and Building Code Enforcement is hereby sub-
mitting its report on the condition of the structure at the location
referred to above.
The owners of record are David and Lisa Brant and John Blomqui.st, Inc. ,
600 Empire Building, St. Paul, Minnesota 55101. �
The legal description of the property is:
With Easements, the NEly � of Lot 6,
measuring 25.21.' on W. End, 108.41'
on S. side, 25' on Jackson St. and
111.1' on N.L. of Lot 6, Block 13,
Ashton and Sherburne's Addition.
Due to age and deterioration, improper maintenance and vandalism, the
Building Department deems this building to be beyond feasible rehabil-
itation. The electrical, plumbing and heating systems need replacing.
The windows and� doors, trim, roof, eaves, porches, and exterior and
interior finishes are all in very poor condition. The Building Depart-
ment recommends condemnation and removal of the structure as soon as
possible.
Inasmuch as the conditions outlined above constitute a public ha�ard
and the owner has made no attempt to satisfactorily repair the' d�mage
despite our warnings, and the continued vacant and boarded up �ondition
contributes a blighting influence on the neighborhood, it is t1�e recom-
mendation of this Division that this matter be referred to the City
