I am asking the committee to explore avenues of approach toward achieving a coordination of the various resources available for treatment, referral and family counseling in dealing with the tremendous problem of chemical dependency. These resources are available in industry, business, labor and government. As you know, Saint Paul has a good beginning -- a nationally renowned program for public employees of the city, county, school district that has helped more than 280 public employees in its four years of existence. According to the American Business Research Bureau, the average economic savings produced by a recovering alcoholic is between $2, 500 and $3, 500 a year. The total problem is economic, social, moral and psychologic.al. According to various studies and research, about 50 per cent of all auta accident deaths and one-third of all accidents are alcohol related. There were 28 traffic deaths and 11,500 accidents in Saint Paul last year. Since the average two-car accident causes approximately a $600 loss in property damage alone, more than $2.25 million worth of damage can be i attributed to alcohol. ��zz Council President Robert Sylvester and -2- June 14, 1976 Honorable Members of the City Council Local studies show that 37 per cent of all welfare recipients have drinking or other chemical-dependency problems. City police officers were required to make 1,074 trips to the Ramsey County Detox Center last year at about $30 a call and countless hours of "down time" during transport. Police figures estimate that about 70 per cent of major felony and sex crimes have drinking involve�. Therefore, the magnitude of the chemical dependency problem is obvious. The people I am nominating to the committee have dealt with it for many years from all angles; I am confident they will develop some solid recommendations for getting the city of Saint gaul more involved in dealing with a problem that is among the most serious facing our nation today.
