WHEREAS, the City Council, by Resolution No. 266179, approved on
October 9, 1975, approved guidelines and steps for the establishment of the
citizen participation process to aid the City in the development of programs
for the City and its neighborhoods; and
WHEREAS, the Greater East Side Community Council (commonly known as the
Hayden Heights neighborhood) has applied for recognition as the General
District Planning Council for District #2; and
WHEREAS, the Mayor' s Office has advised the Council that the Greater
East Side Community Council has complied with the City Council� guidelines
and steps and recommends that the City Council recognize their organization
and appropriate $15, 000 to assist the organization in implementing its work
program; and
WHEREAS, the City Council held a pu�alic hearing on Tuesday, May 25, 1976,
for the purpose of considering the request of the organization, the Mayor' s
recommendation, and to hear from all interested persons.
NOW THEREFORE BE IT RESOLVED that the Council of the City of Saint Paul
does hereby approve and recognize the Greater East Side Community Council as
the General District Planning Council for District #2 and does hereby approve
and appropriate the following funds and budget for the organization for the
period July 1, 1976 through June 30, 1977, and the Mayor's Office is
authorized and directed to administer the budget on behalf of the organization
in accordance with such procedures as may be established by the Mayor's Ofiice:

6ackground
Since Octo6er of 1975, a District 2 steering committee has met on a
regular 6asis for purposes of formulating by-laws, work program and
6udget for tfie Hayden Hei gfits conmuni ty.
In Nlarch of 1976, the Community Development Office, at the request of
the steering comnittee, coordinated community organization staff
support from t6e Housing and Redevelopment Authority and Ramsey Action
Programs to assist District 2 witFi t4eir citizen participation process.
TE�e culmination of this effort resulted in a community convention held
April 24 w6ere 6y-laws were ratified. Officers were also elected and
tEie finalized work program and 6udget were completed in May of 1976.
Membership is open to residents, organizations, and corr�nercial interests
of the Hayden Heights comnunity.
Work Program
The District 2 Council , as indicated on the attached Work Program, will
pursue short-�erm planning activities (i .e. , Comnunity Development
Year III) and long-term planning activities (i .e. , General District
Planning�. Other planning and programming efforts include increasing
citizen particfpation efforts, increasing communications throughout the
District 2 comnunity, and impacting the crime prevention problem in
District 2.

B -�r Laws
By-laws were ratified at the April 24 comnunity convention held at Hazel
Park Junior HigF� School . Notification was provided for in the Eastsider
cor�munity newspaper and a leaflet was prepared and distr�buted to every
resident in tf�e District 2 area.
Budget
The attached budget request is for $22,400. The Office of Comnunity
Development asked that the comnunity limit thts amount to $10,000 or less
in preliminary meetings with Comnunity Deyelopment staff and the steering
committee in late Fe6ruary of 1976. It is staff's opinion that since
District 2 f�as not been designated as a priority area for purposes of
Community Development pragrams 6ased on existing housing and economic
conditions, that the requested amount by the comnunity is excessive and
should not exceed $10,000.
Further, the intent of CD funding, while proposed for city-wide programs
suc6 as citizen participation, does state that program concentration
should remain within low and moderate income areas. We do not, at this
time (unless stipulated by HUD in the future� , interpret the Act to
preclude basically-sound areas such as Dfstrict 2, but that instead the
City should carefully limit the amount of funding provided to such
neighborfioods.
Review of the proposed 6udget by CD staff also suggests that a revised
budget within the $10,000 limitation could provide all necessary
community organization efforts to District 2.
Recommendation
We recannend that City.Council at thQ May 25 public hearing instruct
�District 2 to prepare a budget that does not exceed $10,000. Budget
negotiations should be finalized prior to final City Council action
of the recognition process.
The Office of Community Development is satisfied that the District 2
Council , as proposed in the attached documents, meets the intent and
purposes of Council File No. 266179, establishing a process for citizen
participation by designated districts in the City of Saint Paul .
Therefore, we recommend that the Greater East Side Comnunity Council , as
proposed, with the exception of the budget as stated above, be recognized
as the General District Council for District 2.

In October 1975, Rep. Randy Kelly callsd a numb�r of sommwnity, businees and
civic leaders together. Flyars were 8ent to a broad .tross section of tha co�unity and
there wa� a large att�ndance at the meetiag of Ocrober 2, 1975. At this a�eeting, the
District 2 Steering Committee Wae farmed. The purgose of the St�ering Coamittee
wae to exglore the ,aeed for a eoms�mity organizatioa snd to fra�e :proposals for
CD Year II fnnding.
The ateering committ�e fora�d a :taek Eorce for CD Y�ar II psopoaals and tha �a�k
force met on October 16. The cosaunitq was then notified by l�aflats and the proposal�
Were approved at the General District meeting of October 30.
Oa Pebruary 5, 1976 the District 1�o Stnering Ce�nittQe met agatn to idantify
probleme in the district. The need for a broad baeed co�nitp organisation �ra8
reaffirmsd at this meeting and organizational efforts bsgun in earnest. The 8t�ering
Coo�ittee emb�sked on a campaign of publicity and parsonal contact �rhich �ae to
culminate in a comcaunity �aoervantion on April 24. It pae the intention of the steeriag
caarnittee to eatabliah a Coaeuunity -Council to s�rve the dietrict at tha conwntion.
An advertieemont for the aemvention was placed in the Bastaider and the entire
district wa8 leafletted door to door With convention��toticee .(at�ached). While
this was being done, the Steering C�unittee with i�pnt fsom the aama�uatty frsmed
a draft for the proposed community conncil bylsws.
The April 24 convsntfon Nae held at Haze1 Yark Junior Aigh with o�rer 60 people
attending. During the courae of the fQUr hour:eonvention, the group formed the
Greater $ast Side Comm�aity -Qouacil. Fifteen psople (including officars) were ela¢t�d
to the execative couneil of�GESCC. Also at the �onvention the draft bp2as�s-<wera
