WHEREAS, the City Council did approve the Corrannunity Development Block
Grant Year II Program and Housing Assistance Plan on February 5, 1976,
Council File No. 266735; and
WHEREAS, the City Council did authorize and direct the Mayor to submit
said Community Development Program application to the Department of Housing
and Urban Development in such form as prescribed by the regulations of said
department; and
WHEREAS, the City Council did approve an interim budget for the operation
of the Comnunity Development Year II program on May 20, 1976, Council File
No. 267219; and
WHEREAS, the Department of Housing and Urban Development has completed
its review of the City's application for Community Development Year II funds
and approved the Year II Program subject to the conditions stated in the
attached letter from said Department to Mayor Lawrence D. Cohen; now, therefore,

RESOLVED, that the Council af the City of Saint Paul dnes_ accept the
Community Development Block Grant for Year II from the Departm�nt of Hvusing
and Urban Development as stated on the attached form, HUD No. 7015.5 for
the operati on and i mpl ementati on of the Ci ty's Comnurri ty �re�lo� Year I T
Program; and be it
FURTHf R RESOLVED, that the proper City officials are authorized and
directed to execute the grant agreement and contract between the City and the
Department of Housing and Urban Development for the Corranunity Development
Block Grant Year II Program.

I am pleased to inform you that this affice has reviewed and approved the
subject application in the amount of $19,686,128. The program year will
coa�ence on June 1, I976.
Included in the $19,686,128 are the following resources:

The amount of $422,000 which is budgeted for repayment of outstanding NDP
loans has not been included in your letter of credit. HUD will make payments
on your behalf from this amount to reduce outstanding loans. A statement o€
a11 disbursements made by HUD on your behalf will be provided to you.
The following activities were found to be not clearly eligible:

Based on the authorization in your letter of April 30, 1976, £unds allocated
to these projects ($301,100) have been transferred to contingencies and/or
unspecified local options line of the approved budget (line I7; HUD-Z015.5� .

At a future date, the City may subznit an amendment to include these prajeets.
Such amendments should include sufficient documentation to establish eligi.bility.
In addition, the $300,000 inadvertently shown on line 9 of the budget has
been transferred to line 14. These funds were allocated for citizen participation.
Three (3) copies of the Community Development Budget as revised are encloSSd.
Funds allocated for the following activities are exempt from envirornaental
review procedures and costs may be incurred on or after June 1, 1976.

release of funds from this office.
The activity below is further conditioned pending certification that othez
federal funds have been sought and are not available.

To satisfy this condition, Form HUD 7015.14 (copies enclosed) must be completed.

above mentioned activity until this condition has been satisfied. Costs and

will not be eligible for reimbursement.

While our approval of your appZication includes an approval of your Housi.ng
Assistance Plan, you should be aware that no commitr�eent of Section 8 funds
is intended or implied. Proposals for assisted housing under Section 8 must,
of course, be consistent with your approved HAP.
We have encTosed an original and two copies of the documents necessary for
the acceptance and execution of your contract. Please execute and return the
original and one copy to our office.
In the event you wish to change any signatures on your Authorized Signature
Card, we have enclosed two new cards. You may forward these with �our executed '
contracts.
Upon receipt of the fully e�cecuted contract your letter of credit will be
increased by $18,413,000 to a total of $37,248,000.

performance de�onstrated in the execution of your fixst year progzam. I
am pleased with staff capacity evidenced by the administration of program
requirements and the level of cooperation reached between the City of St.
