SUMMARY
OF
PROPOSED ST. PAUL CHARTER AMENDMENT
FOR DISTRICT SYSTEM OF COUNCIL ELECTION
(Approved by the St. Paul Charter Commission, January 30, 1976,)
1. St. Paul voters will vote at the regular city election on April 27, 1976 on a proposed amendment to the
St. Paul city charter which would increase the size of the council from seven to thirteen and provide for
the election of one councilman from each of thirteen council districts. If adopted, the new system
would go into effect in time to govern city elections after 1976.
2. If the charter amendment is adopted, the St. Paul charter commission must divide the city into 13
council districts no later than 90 days before the first day on which candidates may file for the first
city election after 1976. The districts will be serially numbered and each must be compact and con-
tiguous and its population must be within 2'/z percent of the average population of all districts. When-
ever district boundaries are later changed, the new districts must meet the same requirements. A re-
districting resolution must be adopted in the same way as the original districts are established and with
the same deadlines. The districts must be redrawn in this manner whenever a federal decennial or spec-
ial census shows that the population of any district is not within 2Yz percent of the average. Apart
from this required redistricting, the charter commission may redistrict within the same charter guide-
(ines by resolution adopted 60 days or more before filings open for a city election.
3. If the charter commission fails to adopt a districting or redistricting resolution as required, the city
council must do so at least 40 days before the opening of filings but only after public hearing. If both
bodies fail to adopt a districting or redistricting resolution within the time limits, members of the coun-
cil will be elected by the voters at large at the next election.
4. Every candidate for the council will file for the council position of the council district in which he lives.
Voters living in a district may vote only for a candidate from that district. (As at present they will also
vote on candidates for the office of mayor.)* If a council member moves out of the district, that coun-
cil seat becomes vacant and the co�ncil will fill the vacancy by appointing a voter of the district for the
unexpired term; however, if a redistricting resolution places a member of the council outside the dis-
trict from which he or she was elected, the member may finish out the term.
Under the amendment, council actions now requiring approval by four councilmen would require appro-
val by seven members and actions riow requiring approval by five members would require approval by
nine. Approval of emergency ordinances and emergency appropriations, now requiring a unanimous
vote of all council members, would require the affirmative votes of 12 members.
(The amendment contains no provision on council salaries. Under an existing special law unaffected by
the proposed amendment, council salaries are set by the;council but no change may take effect until
the next council term.)*
