The meeting was called to order at 2:02 p.m.

Kristine Schweinler, LIEP
Gerry StraUunan stated this meefing is being held to heaz objections to the assuance of licenses to
Adam's Food, 1390 Third Street East.
Kristine Schweinler reported the applicant is applying for gas station, grocery, cigazette/tobacco
licenses. LIEP is recommending approval after a final inspection. They aze not recommending
any conditions to be placed on the licenses.
Valerie Mahowald, 1351 Third Street East, appeared and asked for clazification on the lack of
conditions. Mr. Strathman responded that LIEP is not recommending any additional conditions
to this license application beyond those required by law.
Ms. Mahowald stated her concern is that the neighborhood was residential when the filling
station first opened. Over the yeazs, she has watched Third Street deteriorate. She is worried
about a business that will be frequented by more people. Seeing the big signs about tobacco are
repugnant. Having 64 police calls for one location in 1%2 years is not good.
Gerry Strathman read a letter dated April 24, 2001, from John Vaughn, Dayton's B1ufFDistrict 4
Community Council. The letter suggested six special conditions to be added to the license
application from District 4. Mr. Strathman asked about the appropriateness of these
recommended conditions. Ms Schweinler responded it is not unusual to haue these conditions
placed on a license. Some of them are expensive--security cameras and lighting--so the business
would need tnne to accommodate them. The rest aze very familiaz to most grocery stores.
Ms. Mahowald asked about the law on video cameras. Ms. Schweinler responded that is not a
law.
Ahmad Khatib, owner, appeazed and stated he has operated at 241 Eazl Street for about twelve
years. He talked to John Vaughn about his recommendations. There aze some fair conditions,
such as installation of a trash receptacle and the camera outside. The camera is safe far the
business. The gas starion has good lighting. Mr. Khatib has a plan and has worked with Steve
Olson (LIEP). The location already has a license for gas and canned merchandise. Mr. Khatib
wants to remodel the inside.
Mr. Khatib stated the City checks all the businesses that sell cigarettes. He plans to make the
property look nicer, wluch will increase the value of the property for the residents. At 241 Earl

Street, Mr. Khatib was told not to add a pay telephone inside or outside and he complied, but the
gas station is a different situation. He would like to satisfy the neighborhood. People sometimes
need to use the pay telephone, and the one at 1390 Third Street East has been there a long time.
Mr. Straflunan asked if Mr. Khatib okay with all the conditions, except the one about the pay
telephone. Mr. Khatib responded in the affinna6ve.

the convenience stores and gas stations have pay telephones. If the pay telephone causes trouble
