SPECIAL PROPERTY CODE ENFORCEMENT MEETING
295 Summit Avenue
Thursday, May 24, 2001
Room 330 Courthouse
Gerry Stratbman, Legislative Hearing Officer
The meeting was called to order at 3 34 p.m.
STAFF PRESENT: Mike Urmann, Fire Prevenrion
Gerry Stratlunan stated this meeting is being held to heaz an appeal filed by Gloria Anne Fritz.
Ms. Fritz, owner of 295 Sununit Avenue, appeazed and stated she was out of town when her
electricity was shut off: She had paid $1,000 on it. She was sick and in the hospital. She is the
sole provider for her family. The excessive increase in her utility bill caused her to get behind.
A friend of hers paid the bill, and the service will be restored today or tomorrow. She will pay
her friend back later this summer.
That makes this hearing unnecessary, stated Mr. Strathman. Ms. Fritz responded when she filed
the appeal, the bill was still unpaid.
Mr. Strathman stated when the electricity has been restored, Ms. Fritz should contact the Fire
Department. They will come out, confirm that has happened, and lift the condemnation order.
Ms. Fritz asked is Mr. Urmann going to inspect the house. Mr. Urmann responded one of his
field inspectors will do the inspection. It may be Tom Zangs.
Ms. Fritz asked can she remove the placard from her front door. Mr. Strathman responded the
inspector will remove it as soon as he confirms that the electricity will be restored. It would be
illegal for Ms. Fritz to remove it.
Ms. Fritz stated the Fire Department will see that some lights will be on. Mr. Uxmann responded
an inspector will tour the facility to make sure the basic facilities have been restored. They
cannot just determine that the facility has been restared by an outside light worldng because
power can be taken from another portion of the building. It will be a full inspection of the site.
Her unit is the only one that will be inspected; the other two units aze not condemned.
Ms. Fritz asked what would have happened if someone had not come forward to help her. Mr.
Strathman responded the power would have to be restored or she would have to move out. The
state has programs to help people who have difficulty paying their energy bills. He heard they
have a considerable amount of funds available. Ms. Fritz responded that if a person owns a
mansion on Sutmnit Avenue, people think that person does not need help. She has had numerous
court appeazances that have taken up a11 her eacha funds.
Gerry Strathman denied the appeal. The order was correct.
