BE IT RESOLVED, That the Council of the City of Saint Paul here—
by ratifies and approves the action of the City of Saint Paul Board
of Appeals and Review pertaining to the following listed property and
as shown by the Excerpted Minutes of said Board of Appeals and Review,
dated August 9, 1977, and marked Exhibit A, and attached hereto and
made a part hereof by reference:

Request Waiver of payment of fees rec{uired under Vacant Building Regis-
tration ordinance of St. Paul Legislative Code because building is used
as an extensiQn of Appellant 's adjacent home and he is rehabilitating
the property.

Mr. Evenson said the city had ordered that the house be boarded up an d
the $45 c{uarterly fees paid. The house was purchased in 1965 because
it was 200 feet from the house Mr. Evenson' s mother occupied. He had
thought he could be of assistance living nearby when she was in ill health.
Before he had time to make any repairs, his mother had died and eventually
Fie went to live in her � house . In the intervening years he had kept busy
in his work, which involved long periods away from home, so nothing was
done except to keep it secure. He said he had recently retired and was �
beginning to make some progress improving the exterior. He �used the
interior to store lumber and antiQue auto parts , used in fiis hobby of
restoration of antique cars. Some items were too bulky for inside�torage ,
and were kept outside in the yard. He had torn down a deteriorating �
garage structure, he said, and was keeping the lumber for future use.
Steve Roy stated that the building had been vacant for many years and had
been condemned as unfit for human habitation in 1964. Over tlie years many
tickets had been issued because of complaints of refuse and junk in th_e
yard. He distributed pictures taken in 1968 at the site and some tfiat
were taken just the previous day, which showed that nothing had changed
appreciably in the 12 years since Mr. Evenson had owned it. Mr. Roy
explained that any vacant building that is kept secured by normal means,
that is , keeping all doors and windows in repair, will not become subject
to registration and payment of quarterly fees . However, the house at
703 Wells had broken windo�rs and was therefore not secured by normal
. �eans.
Mr. Evenson said he was in process of repairing the windo�rs and that he
kept a dog on the premises to guard against intruders.
Mrs. Peake and Mr. Glassman questioned Mr. Evensan about his plans for
the building. Mr. Evenson said he wasn' t quite sure if fie would fix it
up to live in himself some day or whether he would eventually sell it.
Mxs. Peake explained that the point of th.e vacant building ordinance. i�r-as
�o get action from a�tners, either to fix up tF�eir property or tear it dowri,
in order to improve the appearance o� thE area, but Mr. Evenson seemed ta
have no definite plan for improvements. � -

PROCEE DINGS: (continued)
Chairman Wozniak asked Mr. Evenson if he could finish painting the house
exterior and clean up the yard before winter set in. Mr. Evenson replied
that he was sure he could, and Mr. Huffman said that,working together on
it, they would get the job done.
BOARD ACTION:
Chairman Wozniak moved that registration of the house as a vacant build-
ing be suspended, provided measures to make the house secure by normal
means are taken and all debris in the yard is cleaned up by November 8,
1977, Mrs. Peake seconded. MOTION CARRIED AND SO ORDERED.

The minutes of the meeting of July 12 , 1977, were approved as mailed out

Mr. Glassman reported that the property appealed by Mrs. May Goldberg at
the July meeting had been sol.d. Mrs . Goldberg would therefore not need
to appear before the Board in October, since sale of the property made
further consideration unnecessary.
