01-525Council File # p �_ S�S - � • Presented Referred To Committee Date 1 WHEREAS, the District Council system in the City of Saint Paul was established in 1976 to be the first resouzce 2 for citizens in plaiuiing and municipal affairs; and 3 WI�REAS, a central role of Saint Paul District Councils is to work with the City of Saint Paul and other public 4 bodies and officials to improve neighborhood livability, reduce crime, and participate in neighborhood plamiing; 5 and 6 WHEREAS, such arole necessitates arespect forthe public process, and for decisions made by public officials duly 7 elected by the people; and 8 WHEREAS, officers, directors, and staff of district councils have an affirmative duiy to be positive examples of 9 such responsible civic involvement; and 10 WI�EREAS, District 5 Payne-Phalen Planning Council in the City of Saint Paul has hired a new Executive D'arector, 11 who, less than two years ago, was found guilty of disorderly conduct and interfering with a legislator stemming from 12 an incident surrounding the Minneapolis Highway 55 reroute; and 13 WI3EREAS, the incident in question resulted in the individuaPs conviction for throwing a pie in the face of a 14 Minnesota State Senator who was canying out her officiai duties outside the Senate Ctiamber in the State Capitot; 15 and O�- 5� 1 WI�REAS, such behavior is directlq and negarively related to the responsible administration of Saint Paul's citizen 2 participarion plauning process, and such acfions do not represent the spirit and heart of Saint Paul's citizen 3 participation plTnuing process; 4 NOW, TIIEREFORE, BE IT RESOLVED, that all funding by the City of Saint Paul to District 5 Payne-Phalen 5 PlanningCouncilbeherebyindefinitelysuspendedpendingathoroughinvesrigationoftheprocessesandprocedures 6 used to hire their new Executive D'uector; and 7 BE IT FINALLY RESOLVED, that the Department of Planniug and Economic Development and the Mayor's 8 Office are hereby requested to undertake such investigation with all due speed and deliberation.
