WHEREAS� a substantial portion of the sewage charges
billed to the City of Saint Paul and ultimately to its citizens
result from unmetered infiltration, lake overflow and street
runoff during rains; and
WHEREAS, the Metropolitan Waste Control Commission charges
the same fee for treatment of this unmetered flow as for actual
metered sewage; and
WHEREAS, it is in the best interests of the City of Saint
Paul, its citizens and businesses to study the issue to formulate
and propose a more equitable rate structure; now, therefore,
be it
RESOLVED, that a Task Force on Sewage Rate Structure is
hereby formed to study the problem as it relates to the City
of Saint Paul, and to recommend solutions to the Ma.yor and City
Council; and, be it
FURTHER RESOLVED, that the membership of the Task Force
shall be:
John Geisler, Chairma.n, Saint Paul Area Chamber
of Commerce
Mertyce Mayne, Saint Paul League of Women Voters
Roger Puchreiter� Saint Paul Departmen.t of Public
Works
Daniel Schacht, Ramsey County Engineer' s Office
Milton Knoll of Hoerner Waldorf;

FURTHER RESOLVED, tha.t the Task Force shall terminate upon

Saint Paul, Minnesota
Dear Council Members:
For some time Saint Paul and its citizens and
businesses have been paying artificially high
rates for sewage because of the unmetered flow
from lake infiltration, storm runoff and other
causes.
I am asking the City Council by way of the attached
resolution to establish a Task Force to study this
matter and report its findings to the Mayar and Council.
John Geisler has consented to serve as Chairman of the
Task Force. Other members include Milton Knoll, Hoerner-
Waldorf; Mertyce Mayne, League of Women Voters; Roger
Puchreiter, Public Works Department; and Daniel Schacht,
Ramsey County Engineer' s Office.
Additionally, the Task Force will have access to technical
staff where necessary to conduct its study and prepare its
report and recommendatians.
Because of the timing related to this issue and the
preparation of the annual Metropolitan Wastewater Control
Commission budget, I ask your timely action on this
resolution.
