01-521Council File # O t- Sa � Green Sheet # /00 8 RESOLUTION 1 WHEREAS, the Saint Paul Police Deparlment began, in mid-Apri12000, collecting data relaring to potential use of 2 racial profiling by its police officers; and 3 WHEREAS, the Saint Paul City Council began review of these data, collection processes and appropriate 4 interpretation, in 3anuary 2001; and 5 WHEREAS, in the course of its review the Saint Paul City Council requested that the Police Department prepare, in 6 consultation with Council Reseazch, a proposal for the conrinued and improved collection of these data with the 7 purpose of establishing training prograins for officers to prevent the potenrial use of racial profiling; and 8 WHEREAS, in response to this request the Saint Paul Police Department prepazed the Apri[ 23, 200I "Report to the 9 City Council on Racial Profiliag from the Police Department; " and 10 WHEREAS, racial profiling discussion in the City of Saint Paul has lazgely been limited to the City's Police 11 Department, the City Council and a closed-door U.S. Department of Justic�facilitated discussion between the Police 12 Department and the Saint Paul branch of the NAACP, although all parties haue expressed their interest in broadening 13 these discussions; now therefore be it 14 RESOLVED, that the Saint Paul City Council hereby directs Council Research and the Council's Fiscal Policy 15 Director to review, from a policy and financial feasibility and advisability perspective, the April 23, 2001 "Report to 16 the City Council on Racial Profiling from the Police DepartmenY' and the funding proposals contained therein by 17 August 15, 2001; and be it 18 RESOLVED, that the City Council directs Council Reseazch, and requests the Police Department, to shaze the afore- 19 mentioned report with community groups, organizations and individual community leaders and compile their input 20 for Council consideration by August 15, 2001.
