THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That Ordinance No. 7607, approved February 13,
1935, as amended, be and the same is hereby further amended by
inserting, in their proper alphabetical order, the title and specifications

DESCRIPTION OF WORK
General Statement of Dutie s: Performs entry level profe ssional work
researching, developing and coordinating plans and programs in the
area of criminal justice; and performs related duties as required.
Supervision Received: Works under the close supervision of the Crim-
inal Justice Coordinator.
Supervision Exercised: None
TYPICAL DUTIES PERFORMED
Assists in maintaining contact with various agencies, groups and com-
mittees involved in criminal justice activities.
Assists in defining problems and alternatives and developing recommen-
dations for improving coordination and communication among criminal
justice agencies.
With agency assistance, collects data, compiles reports and develops
proposals relating to improvements within the criminal justice system.
Prepares narrative and statistical reports in the area of criminal justice.
Assists in the preparation of the Criminal Justice Plan.
Assists in the preparation for Criminal Justice Coordinating Council
meetings and in the implementation of Council actions.
Assists in analyzing and making recommendations on proposals for financial
assistance developed by local criminal justice agencies. .
KNOW LEDGES, SKILLS AND ABILITIES
Working knowledge of law enforcement and criminal justice systems.
Working knowledge of Federal, State and local governmental structure and
ope ration.
Some knowledge of statistical practices and procedures.
Considerable ability to establish and maintain constructive working relation-
ships with criminal justice and public officials.
Considerable ability to write in a clear and concise manner.
Working ability to select, compile and analyze data.
Working ability to conduct studies, prepare and present reports and
recommendations.
MINIMUM QUALIFICATIONS
College graduation with an emphasis in criminal justice, journalism, planning,
or related field; or college graduation and two years' of law school; or
college graduation and two years' experience in criminal justice, public
administration, research or planning.

General Statement of Duties: Performs highly responsible professional
work planning, coordinating and managing a program involving various
agencies, offices, and projects; and performs related duties as required.
Supervision Received: Works under the general supervision of a depart-
ment head and the direction of the Criminal Justice Coordinating Council.
Supervision Exercised: Exercises within a unit general technical and ad-
ministrative supervision over professional planners, coordinators, an�?
clerical staff.
TYPICAL DUTIES PERFORMED
The listed examples may not include all duties performed by all positions in
this class.
Monitors and coordinates activities in all areas of criminal justice.
Assists in long-range policy and program planning; identifies needs, devel-
aps programprop�sa,l�s, and inveatigates funding sources.
Manages the collection of criminal justice data.
Prepares monitoring, status, and evaluation reports.
Prepares a Ramsey County Criminal Justice Plan.
Prepares materials for Criminal Justice Coordinating Council and sub-
commitfiae meetings and responds to Council requests.
�Establishes and maintains close communication with City and County depart-
ments and other municipalities within the County; serves as liaison to
criminal justice related agencies and committees; attends meetings anc
addresses groups.
Coordinates and monitors prcjects; evaluates project effectiveness and p:o-
vides technical assistance to project directors.
KNOWLEDGES, SKILLS AND ABILITIES
Considerable knowledge of budget structure and construction methods.
Considerable knowledge of program development and administration.
Considerable knowledge of community resources relating to criminal justice.
Thorough knowledge of co.mmunication methods.
Considerable ability to plan and direct the work of subordinates.
Considerable ability to analyze and synthesize information.
Considerable ability to develop, prepare, and present reports and recom= —

Marked ability to establish and maintain effective working relationships �t�ith
public officials, agency heads, and community groups.

MINIMUM QUALIFICATIONS
College graduation with an emphasis in criminal justice, public adminis-
tration, urban affairs or related field and six years' eiperiencf� in
criminal justice or public administration,. at least two years of wwhich
must have been at a responsible administrati�•e level.
