Dear Peter:
Pursuant to your request that we arrange for the appointment
of Robert Trudeau as Acting Director of the Department of
Finance and Management Services, attached please find a res-
olution for introduction to our City Council which accomplishes
this.
Initially you and I had discussed the possibility of install-
ing Mr. Trudeau as Acting Director via an administrative
order or some other unilateral device. In discussing the
matter with Terry Sullivan, we find that we have no provision
in our City Charter or Administrative Code which addresses
itself to the mechanics of appointing acting personnel. There-
fore, the procedure of the Mayor' s nomination and Council
approval via resolution appears to be the bnly process by
which this can be accomplished.
If we can be of any further assistance in the matter, please
do not hesitate to contact us.
