WHEREAS, the City Council, by its resolution number 268144,
dated November 16, 1976, did approve on the recommendation of
the Mayor the addition of certain new projects to the City' s
Community Development Block Grant Year I Program; and
WHEREAS, the Council deleted the project known as the Gifted
Children Early Education Program from its list of new Community
Development Year I projects �because certain questions needed to
be answered; and
WHEREAS, the City Council is in receipt of a report from
the Mayor which addresses the questions raised by the Council on
November 16, 1976; now, therefore, be it
RESOLVED, that upon the recommendation of the Mayor the
City Council does hereby approve amendment to the City' s
Community Development Block Grant Year I Program so as to add
the program entitled Gifted Children Early Education Project
and to allocate the sum of $55,000.

SUBJECT: Response to Notice of Finding of no Significant Effect on the Environ-
ment as Same Concerns the Providing of Community Development Funds for
the Purchase and Rehabilitation of a Building for Housing the Mclntyre
Center for Gifted Children.
The Board of Education is currently reviewing the need for closing some
of the District's small schools. This would happen at the end of the
current school year in June. It is expected that the Board will make
their decision as to what buildings will be closed, and in which way
they think the vacated buildings would best be used some time in May.
I draw this to your attention in light of the subject need, and what
relationship it may have to the proposed closings.

ON THE ENVIRONMENT
In compliance with Tit1e I of the `Housing and Gommunity D.evelopment :Act
of 1974, Public Law 93-383, the 'City of St. Paul , applicant hereih
recites:
1 . The clearance for the 'release of Comnunity Development funds applies
to the following project:
Building purchase and rehabilitation for McIntyre Center for

2. The City of St. Paul has found that this project has no significant
effect on the environment.
3. The facts and reasons for such a decision is that a review of
information on existing conditions, identification and exanination
of environmental impacts, alternatives and project modifications
as contained in
Form CDE-1 (Environmental Information for Community Development
Projects - Year II)
, Project Noise Review
, Project Historic Review
Plan for Future Reviews
Environmental Assessment Statement
uncovered no significant environmental effect caused by the project.
4. The City of St. Paul has made an Environmental Review Record respecting
this project and the record may be examined and copied from 8:00 a. m.
to 4:30 p. m. on Monday through Friday excepting legal holidays at the
following address:
