WHEREAS, Senator Joe 0'Neill retired from the Minnesota Legislature at the
end of 1976 after completing one term as a member of the State House of Repre-
sentatives and two terms as a member of the State Senate, and
WHEREAS, Senator Joe 0'Neill sponsored and supported numerous acts of the
Legislature which benefited the people of St. Paul through such efforts as
improved school and municipal aids, an annual capital improvement program, and
a county-wide municipal court system as well as state programs of pension reform,
finance, alcohol treatment, and education, and
WHEREAS, Senator Joe 0'Neill has served unselfishly in a wide variety of
civic and community organizations and has conducted all his activities in a
manner consistent with the highest standards of professional conduct, so therefore

RESOLVED, that this Council on behalf of itself and the people of St. Paul
hereby expresses its profound gratitude and appreciation for the many contributions
Senator Joe 0'Neill has made to the quality of life in our city, and be it
FURTHER, RESOLVED, that this Council looks forward to the continued
participation and leadership of Senator Joe 0'Neill in the life of our community.
