WHEREAS , An applicatior� has been filed by Northern States
Power Company for an increase in its rates for sales of gas
energy within its service area, including the City of Saint
Paul, with the Minnesota Public Service Commission and the
Commission will be receiving testimony in connection with the
requested changes in the near future; and
WHEREAS, The City of Saint Paul has traditionally played a
major role in the establishment of rates for gas energy and in
view of the ever increasing rates and ever increasing returns to
investors in companies such as Northern States Power Company and
the potential adverse effect any unnecessary increase in rates
will cause to the residents and businesses located within the
corporate limits of the City of Saint Paul, the Council has been
requested to authorize the City Attorney to intervene in the gas
rate hearings to be held before the Minnesota Public Service
Commission to protect the interests of its citizens; now, there-
fore, be it
RESOLVED BY THE COUNCIL OF THE -CITY OF SAINT PAUL that the
City Attorney is hereby authorized to petition the Minnesota
Public Service Commission to permit the City to intervene as an
entity representing itself and the consumers within the City of
Saint Paul in the pending contested hearing to be conducted
before a hearing examiner and before the Minnesota State Public
Service Commission, and the City Attorney is authorized to proceed
to take all legal actions necessary to preserve and protect the
interests of the inhabitants and businesses located in the City
of Saint Paul.
