These significant price increases are the result of a 5 situation where demand for energy is greater than the available produced energy resources. And the available 6 produced energy resources aze insufficient because of limited production capacity, foreign limits on the amount 7 oil and natural gas imported from other countries, declining national reserves, above average demand associated 8 with unpredictable weather conditions, and additional demand generated from new economic growth; and 9 Whereas, during the past two decades, the City of Saint Paul has taken a leadership roll in conserving energy 10 and natural resources as demonstrated by it efforts to: conduct a Citywide Energy Audit of all public and private 11 properties ni Saint Paul, convert its incandescent street fights to sodium vapor, retrofit building lighting and 12 heating fixtures in City facilifies with more energy efficient models, and support the creation and expansion of 13 both a District Heating and District Cooling system for powntown Saint Paul; and 14 Whereas, President George Bush has asked the entire nation to take efforts to conserve fossil fuel energy and 15 support efforts to expand production to prevent the unwanted energy crisis in California from spreading to other 16 parts of our counhy; and 17 Whereas, the Ciry Council last December expressed concern to the Administration that the amount of money 18 being budgeted for energy for the City deparhnents and offices in 20001 seemed to be insufficient in light of the 19 increasing costs for gasoline, naiural gas and electricity; and 20 Whereas, the use of new information age technologies has resulted in widespread us of computers and printers 21 for many city workers without regard to resulting energy usage and costs; now therefore 22 BE IT RESOLVED, that the CiTy Council of the CiTy of Saint Paul hereby requests that the Mayox's Office 23 present options, recommendations and reports to the Saint Paul City Council by July 27, 2001 which would: 24 a) identify how the City of Saint Paui's mangers can reduce energy consumption for the programs they 25 tnanage, so that the City Council can review and grant approval, recogpizing that reduction in energy Page 2 of 2, Council File # ��� s Q � consumption could negatively affect service delivery to Saint Paul residents; and 3 b) identify if there are any opportimiries for the City of Saint Paul to partner with energy distributors or 4 facility mangers such as Xcel Energy, District Energy, and Ramsey County, or with local non-profit 5 orgaui�ations which facilitate energy conservation in arder to expedite the reduction in energy consumption 6 within the city lnnits; and 7 c) identify if there are any opportuuities for the Ciiy of Saint Paul to work with other local, metro and state 8 units of government to facilltate energy conservation; and 9 d) identify if there are any opportunities for the City of Saint Paul to educate and work with the residents, 1Q property owners and businesses of Saint Paul to reduce energy consumption; and 11 e) have the Director of the Financial Services Office present a status report on the expected shortage of 12 approved 2001 budget appropriauons for heating, cooling and gasoline for a11 City facilities and fleets, along 13 with options and recommendations for addressing the expected budget shortages.
