PROCEEDINGS:
Mr. Rosenblum stated ��hat he had complied with all orders listed in the
10/20/77 letter received from the Housing Code office , except those which
concerned one basement unit. He said he was appealing for a basement
occupancy waiver and, if granted, the items relating to that apartment
would be completed. He explained that he was selling the property and
the prospective buyer had been shown the letter listing code violations ,
so the buyer was aware of the condition of the� �roperty.
Alice Bijjani said the unit met all requirements of the Housing Code except
that it was more than 50 o below gr.ade, and the city would not `object to
the granting of a waiver of basement occupancy.
BOARD ACTION:
Mr. Glassman moved to grant a waiver of St . Paul Legislative Code, Section
5�. 13, pertaining to basement occupancy, on condition that Items No. 24
through No. 31, as designated in the Housing Code Office letter of 10/20/77,
be completed in a satisfactory manner. Mr. Voigt seconded. MOTION CARRIED

SUBJECT:
Request waiver of St. Paul Legislative Code , Section 54. 1I, pertaining
to bathroom sink requirement and certain plumbing and electrical require-
ments, because of financial hardship.
Previous Hearing 11/8/77 : Case continued to December 1977 meeting; in
the interim, appellant to meet with city plumbing inspector for evaluation
and recommendation of best solution to sink venting deficiency.
APPEARANCE : Edward D. Walfoort
PROCEEDINGS:
Doug Schwab stated that a city plumbing inspectar had met with Mr. Walfoort
and,after a thorough inspection, had explained to Mr. Walfoort that the Idtc3�en
sink waste was undersized and also had unapproved fittings. The waste dis-
charged into the crown vent of the bathtub and drained very slowly, due
either to the lack of a vent or to a partial stoppage. If the sink vent
was not connected back to the bathtub, a new vent could be installed in
the adjacent hallway and through the ro�af. A new kitchen sink waste should
be installed so as not to interfere with the venting of the bathtub. These
were the recommendations of the plumbing inspector, Mr. Schw ab said.

Mr. Walfoort asked if compliance with this suggestion would influence the
Board to agree to waive the requirement of a handsink in the bathroom of
Apt. #4, and also the� requirement of a convenience outlet in the bathroom,
since there would not appear to be a need for it if there w as no lavatory.
Mr. Schwab said his agency would not object to the waivers proposed by
Mr. Walfoort if he would agree to correct the kitchen sink violations in
Apt. 3.
BOARD ACTION:
Chairman Tieso moved to grant a waiver of St. Paul Legislative� Code ,
Section 54. 11, so as to allow the b athroom in Apt . 4 to continue in use
without installing a handsink or electric convenience outlet , provideci
the kitchen sink plumbing in Apt. 3 be corrected in a manner approved by
the city plumbing inspector. Mr. Coleman seconded. MOTION CARRIED AND

Previous Hearing 9/13/77: Case continued to December 1977 meeting toRallow
time to investigate costs of various alternative solutions to problems of
lighting and ventilation.
APPEARANCE: Larry Rantapaa
PROCEEDINGS:
Nir. Rantapaa said he had obtained estimates tatalling about $1500 for work
involved to reverse the locations of the kitchen and bedroom in the base-
ment apartment. These included venting of the sink, rerouting the plumb-
ing and the gas for the kitchen, and enlarging the window area of the new
bedroom. He had reservations about making the change, however, as the new
bedroom would be very small, 6 by 12 ft. , and the bathroom could be reached
only by passing through the kitchen, whereas it formerly adjoined the bed-
room. He felt the new floor vlan would make for a much less desirable unit.
Alice Bijjani explained that the new windows in the proposed bedroom area
should be a minimum of 22 inches in both dimensions and should not be more
than 4 feet from the floor. _
N1r. Rantapaa stated �that there was a much larger window in the living room -
which was adjacent to the new bedroom.
bir. Voigt said that if the wall separating the bedroom and living room was
more than 50� open,� the larger window could be a part of the light and

ventilation for both rooms. Perhaps the windows of the two rooms , taken
together, would meet the l00 of floor area requirement, or at least call
for a smaller opening` in the bedroom.
Ms . ' Bijjani said if Mr. Rantapaa wanted to change the kitchen location
he would need a variance on the light and ventilation; in addition, he
would need a variance on the S0� below grade occupancy. The Housing Code
office would not object to this if Mr. Rantapaa would agree to provide
a window in the bedroom area large enough to make it suitable for use as
an emergency exit. She also pointed out that a 6 by 12 ft. bedroom would
be suitable for only one occupant.
BOARD ACTION:
Mr. Glassman moved to grant a waiver on the basement occupancy and a waivex
on the light and ventilation requirements in the kitchen, regardless of
which room he decided to use as a kitchen, provided sufficient light and
ventilation is furnished for the room used as a bedroom to satisfy the
requirements of the Housing Code Division in regard to an emergency exit.
