This matter was heard before the Current Planning & Zoning Committee on December 1 , 1977 at which time staff recommended that the petitioner's request be granted. Mr. Humner moved to recorrr�nd approval of the request to rezone to RM-2. Ms. Grittner seconded his motion and it passed on a 6 to 0 roll call vote. ! Grittner, Karns, McGinley and Summers, and Messrs. Humner, Pangal and Bryan of the Current Planning & Zoning Comnittee; Mr. Robert Straughn, Assistant City Attorney; Mr. Richard Amey of the Division of Housing & Building Code Enforcement; Mmes. McNeally and Fox and Mr. Edward J. Warn of the Planning Staff. i The meeting was chaired by James Bryan, Chairman. ST. PAUL'S CHURCH HOME (#8234): A petition to rezone from RT-2 to RM-2 property ocated on the nort east corner of Holly and Mackubin. The petitioner was present. There was opposition. Mr. Warn read the staff report and showed slides of the subject site. Lionel Jadoo, Administrator of St. Paul 's Church Home, gave his address as 10501 Nicollet Ave. , Bloomington, Minn. and said he was prepared to answer any questions the corranittee might have. However, there were no questions forthcoming from the cornrni ttee. Leonard Olson of 485 Portland Avenue spoke in opposition to the parking lot, saying that the young couple who had attempted to move a house onto the Tot Lot a few doors away and had been refused, now want to move this house onto the subject site. Mr. , Olson said he would prefer a house on the lot rather than a parking lot. He added ` that he was unaware of a possible advantage to the city because of real estate I taxes, but nevertheless he was opposed to the parking lot proposal . f � James L. Dreelan, 952 Grand Avenue, spoke in opposition, saying he is the owner of I a six-plex about six feet from the east borderline of the presew�t parking lot. He stated that the parking lot was created during the summer, but in the wintertime, ! snow removal affects his property and he said he would like to see St. Paul 's Church Home erect a retaining wall to prevent drainage of their snow from the parking lot down into his basement, or not push the snow so close to his building. I i Mr. Jadoo answered this last complaint by saying that within the past couple of j days, St. Paul 's Church Home had started moving snow to Mackubin and will continue � to do this . He said they intend to keep the parking lot clean, they intend to ! landscape and provide a good parking lot for their employees. � Mr. Hummer asked Mr. Amey about the draina�ge situation, and Mr. Amey said drainage � would have to be to the street or alley away from the property. � Mr. Hurroner then moved to recommend approval of the rezoning request.
