WHEREAS, the Saint Paul Department of Human Rights is charged ,
by law with the responsibility of fostering, by education and other
methods, the maximum possible degree of equal opportunities and
equal rights for all persons; and
WHEREAS, the Department of Human Rights has been requested
by the Pilgrim Baptist Church to participate in a program to recog-
nize and pay tribute to the many achievements in human and civil
rights by Senator Hubert H. Humphrey; and
WHEREAS, since this program is part of the youth activities of :
the Pilgrim Baptist Church, and since holding up to youth the actions °
and accomplishments in human and civil rights of Hubert H. Humphrey M
would serve as an excellent model for all youth to follow; and �

�+1HEREAS, the Department of Human Rights has been asked to prepare �
and present a plaque to Senator Humphrey memorializing the accasion;
now, therefore, be it "
RESOLVED, that the Council finds that there is a public purpose
to be served in expending funds for such a plaque, and the Director �
of the Department of Human Rights is requested to seek appropriate �
and reasonable funding for such plaque from public funds of the City C
of Saint Paul. �
