WHEREAS, Ms. Ka.ren Bennett is the holder of Ma.sseuse License
No. 5502 issued by the City of Saint Paul; and
WHEREAS, the License Inspector recommended revocation of said
license on the following grounds:
"January 4, 1977 and January 8, 1977 - While
employed at the Red Carpet Sauna, 613 Grand Avenue,
St. Paul, did engage in the solicitation and/or
acts of prostitution."
and
WHEREAS, this recommendation and the grounds therefor, together
with a hearing date, were comtrrunieated in writing by certified mail
to the licensee on November 29, 1977, sah.ile the licensee was an
inmate at the Hennepin County Workhouse; and
WHEREAS, a hearing was scheduled on the License Inspector' s `
recommendation for a date after the licensee' s term of imprisonment �
would expire, and such date was January 4, t978, in Room 707 of the
Saint Paul City Hall and Courthouse; and

WHEREAS, the licensee did not appear at the hearing, nor con- �
tact the License Inspector for a different date; and

WHEREAS, the License Committee received evidence in the form of
three exhibits consisting of the letter of the License Inspector
and two police reports; and

WHEREAS, the evidence established that the licensee had offered
to engage in sexual intercourse for money with two police officers
assigned to the Vice Unit; and
WHEREAS, the License Committee voted 2-0 to recommend that the
Council of the City of Saint Paul revoke the license held by Ms. �
Bennett; and
WHEREAS, a copy of this resolution as proposed by the License
Committee has been ma.iled to the licensee at her last known address,
3420 Fifth Avenue South, Minneapolis, Minnesota 55408; now, there-
fore, be it
RESOLVED, that the l�asseuse License No. 5502, held by Ms. Ka.ren �
Bennett, is hereby revoked and denied. �
