FROM: Phyllis E. Byers, Negotiator, I. S. D. # 625 RE: Insurance Eligibility for Part-time Employees DATE: December 19, 1977 ------------------------------------------------------------------- Please find attached a copy of Council Resolution 267621 adopted on July 27, 1976. I have talked with both of you about our desire to have this resolution changed to omit paragraph (g) on page g, which is a ,provision under the CONTINUING COVERAGE section. Over a year ago, we requested the City to make this change, and advised the Union that we would no longer be paying insurance premiums for persons whose regularly-assigned hours dropped below the four-hour daily eligibility requirement. We believed, and so did the Union, that that provision had been approved. i However, when Mrs. Ball was_ processing some Iayoffs and reductions this fall, she examined the resolution and found that paragraph (g) had been written in a way that required us to continue insur- , ing not only the dozen or so Food Service employees who had been 'c«ieu" for sever? yEars but also an- who were ther employed and insured whose hours might subsequently be reduced. That language is a real disaster for us, since there are now about twenty-five more employees in Food Service whose hours have been reduced, and who should no longer be receiving coverage at the district' s expense. This item is costing Mrs. Ball approximately $14,000 a year. Consequently, we are requestir.g that the resolution be revised to omit the above-described paragraph (g) on page g. - In order to continue carrying the twelve or s employees whom we originally carried and had indicated to the Union would be "grandfathered", we believe the following language would provide an effective substitute ; - 1 - ti ` `:Y , Memor_a.ndum to J.
