WHEREAS, it is appropriate and desirable to establish a new class title of Employee Benefits Coordinator and. Class Specifications for said title; now, therefore, be it RESOLVED,_that the Civil Service Rules be amended by adding to Secxion 6, in Grade 13 under the heading "Professional-Administrative" Group, the title Employee Benefits Coordinator; and be it FURTHER RESOZVED, that the Civil Service Rules be further amended by inserting in Section 49, i.n proper alphabetical order, the attached Class Specification for the new title of EMPLOYEE BENEFITS COORDINATOR. Supervision Received: Works under the general technical and administrative supervision of a higher level supervisor or a department head. Supervision Exercised: Exercises within a unit general supervision over lower level staff. TYPICAL DUTIES PERFORMED The listed examples may not include all duties performed by all positions in this class. Performs studies and recommends health and welfare insurance policy, pro- cedures, carr�ers and coverage. Prepares specifications, reviews bids, negotiates rates and recommends acceptance of insurance contracts. Acts as liaison between insurance carriers and City and School Board administrators and employees. Audits insurance billings for accuracy and conformity with specifications. Directs the maintenance of insurance records, including employee eligibility determination. Assists employees in processing insurance claims. Informs employees and retirees of benefit coverages, eligibility and terms; counsels employees concerning retirement benefits and procedures. Plans, organizes and conducts a retirement planning program. Reviews and approves sick leave payments; investigates questionable claims and obtains medical opinions regarding long term illnesses. Assists with general personnel programs including such duties as adminis- tration of Civil Service examinations, recruitment, evaluation of training and experience, training, job analysis, personnel research. KNOWLEDGES, SKILLS AND ABILITIES Some knowledge of data processing applications. Some ability to perform arithmetic computations with speed and accuracy. Considerable knowledge of health and welfare insurance principles and procedures. Considerable ability to establish and maintain effective working relation- ships with public afficials, employees and insurance representatives. Considerable knowledge of laws, regulations and policies affecting employee � insurance and retirement programs. Working ability to plan and direct the work of others. Considerable knowledge of the administration of employee benefit programs. Working ability to communicate effectively both orally and in writing.
