An Admi.nistrative Resolution amending the terms and
conditions of the 1977-78 Collective Bargaining Agree-
rrzea�t between the City of Saint Paul and the Saint Paul
� Po3�ce Federation. �
WHEREAS, after the signing and rati.fication of the 1977-78
Collective Bargaining Agreement between the City of Saint Paul and t1�.e Saint
Paul Police Federation, it became obvious that parties to the CoxYtract had
differing opinions of the interpretation and the implementation of the language
i.n Article 16.6 which dealt with the employer�s contribution toward the Heal.th
and Welfare coverage; and
WHEREAS, in the intere st of continued good faith. bargaining, the partie s
have agreed that the difference in the interpretation of tlie language in 16. 6 was
caused by a misunderstanding on the part of bot1�. parties, and both parties have
agreed to an alternate solution; and
WHEREAS, the alternate solution shall be applicable only for the calendar
year of 1978, and any terms and conditions established. by the alternative solution
shall terminate on December 31, 1978; and

WHEREAS, it is the intention of both parties that any such terms and condi-
� tions are not intended to be negotiated in future collective bargaining sessions; and
WHEREAS, it is appropriate and desirable to have tlie rtegotiated 1978
salary adjustment for the Police bargaining unit effec�ive on the 1 st day of the
first payroll period closest to the beginning of the calendar year 1978; now,
therefore, be it
RE50LVED, that the 1977-1978 Collective Bargaini.ng Agreement between
the City of Saint Paul and the Saint Paul Police Federation is hereby amended as
referenced in the atta.ched Exhibit I; and

This R.esolution amends the 1977-1978 Collective Ba,rgain9ng Agreement betwesa
: the City and the PoLi.ce Federation. This Amendment provides eight hours of
compensatory time for each employee in the unit. It a18o changes the effective
date of the 1978 salary adjustment from �anuary 7, 1978, to December 31,
1977. This cha.nge allowa the salary adjusixnent to begin on tlze beginning of a
;, payrall period.

MUTUAL AGREEMENT TO AMEND THE
1977-1978 COLLECTIVE BARGAINING AGREEMENT =
BETWEEN THE CITY OF SAINT PAUL AND THE �
SAINT PAUL POLICE FEDERATION

All parties to the collective bargaining agreement between the City of Saint Paul
and the Saint Paul Police Federation for the calendar years of 1977 and 1978 herebq �
mutually agree to modify this agreement as follows: �

1. Add to Article VIII the following: '

8.7 All members of this bargaining unit who were employed in a i
title in this bargaining unit prior to Janua.ry 1, 1977, shall f
have eight (8) hours of compensatory time credited to their
existing balance as of December 1,1977. Such credit shall be
made only once for each eligible employee.
2. The effective date of Appendix B as shown on page B2 of the Collective
Bargaining Agreement shall be changed from January 7, 1978 to
December 31, 1977. •
IN WITNESS WHEREOF, the parties hereto have affixed their signatures this
day of November, 1977.
