WHEREAS, the St Paul Police Department would like to send the department's motorcycle unit to attend the
national memorial services to honor the family and escort the family to various functions in the Washington,
D.C. area, and
WHEREAS, this memorial is very special to police officers across the country to show recognition to the
surviving family for the great sacrifice the officer and his family have made for the citizens of Minnesota, and
WF�REAS, the Fraternal Order of Police NIN #1 wishes to donate $3,000 of charitable gambling proceeds to
send the Saint Paul Police DepartmenYs Motorcycle Patrol Unit to the National Police Memorial Services in
Washington, D.C., and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the City Charter, does certify that there are funds
of $3,000.00 available for appropriation in excess of those estimated in the 2001 budget; and
WIIEREAS, the Mayor recommends the following changes to the 2001 budget;

', The police deparmient will use this money to send its motorcycle unit to the National Memorial Services in Washington,
D.C. from May 10-17, 2001. Minnesota State Trooper Theodore Foss was ldlled in the line of duty on August 31,
2001 in the Rochester, MN area. Trooper Foss and lus family will be honored at this memorial service. The St. Paul
- Police Department Motorcycle Unit will be escorting the family to various functions in the Washington, D.C. azea
during tlus time period.
