WHEREAS, the Downtown Council of the Saint Paul Chamber of
Commerce is a nonprofit organization dedicated to the stimulation of
all business and commercial activities within Saint Paul, and its
programs and projects generate financial opportunities and jobs for
the citizens of the City of Saint Paul; and
WI�REAS, the St. Paul-Ramsey Arts and Science Council is a non-
profit organization dedicated to promoting and presenting activities
in the arts; and
WHEREAS, both Councils are co-sponsoring a large scale sale and
auction to be known as "The Greatest Garage Sale on Earth, " sched-
uled for September 24 and 25, 1977, in the Saint Paul Civic Center;
and
WHEREAS, this cooperative effort is anticipated to bring an
estimated 50,000 peoples to the Downtown Area for the sale, said
esti.mate being based on similar projects having been conducted in
the cities of Detroit and Duluth; and
WHEREAS, the sale ' s success is dependent on large numbers of
volunteers and the collection of vast amounts of goods and materials
to be sold; now, therefore, be it
RESOLVED, that theCouncil of the City of Saint Paul hereby
authorizes and requests that the Mayor survey all City departments
and complete an inventory of all surplus and/or obsolete equipment
and materials and donate said surplus and/or obsolete equipment
and materials to "The Greatest Garage Sale on Earth" ; and be it

FURTHER RESOLVED, that the Council hereby finds as a fact
that the support and donation of surplus and/or obsolete equip-
ment and materials to "The Greatest Garage Sale ori Earth" is
directly related to the function of government, serves a public
purpose, and is for the benefit of the community as a whole; and
be it
FURTHER RESOLVED, that the Council requests that the Mayor
permit department heads, managers, and employees to offer their
expertise, time and labor in the support of this sale; and be it
FURTHER RESOLVED, that this resolution shall take effect and
be in force on September 24, 1977; and be it
FINALLY RESOLVED, that this action is taken pursuant to �the
authority of Chapter 4.06 (9) of the Saint Paul Administrative Code.
