RESOLVED, That upon the recommendation of the Mayor, the
Council of the City of Saint Paul does hereby approve the following
• budget amendments and does hereby authorize the release of the sum
of $100,000 that was placed in a special CD Year III City contingency
for the operation of the City' s Housing Information function for the
12 months commencing September 1, 1977:

Office.

I have spent a great deal of time considering the enclosed
.recom�ended budget for the Housing Information Office, with sub
contracts with Legal Assistance of Ramsey County (LARC} and the
Saint Paul Tenants Union (SPTU� .
The most controversial aspect of the budget is the funding far
SPTli. There have been communication problems this past year
between SPTU and HIO. I have met numerous times with representatives
o.f tre SPTU and my staff concerning these problems. As result of
these meetings I am confident the SPTU will work more closely with
the HTO in the areas of communication. Janice Rettman, HIO supervisor,
has met t�ith the SPTU since her recomrizndation of June, 1977 to w�rk out
t::e proposed budget and scope of services for the upcoming year. The
d��ficulties between SPTU and HIO have been discussed at gr_eat lengths
and I bQlie�,e those difficulties have been or �,�ill be eradicated.
There has been a strong commitment on the part of SPTU to rectif.y the
problems in their reporting procedure. The line of com�-nunication betw�en

The SPTU Board of Directors and the HIO Supervisor has been
clarified so as to prevent further communication problems.
Janice Rettman, HIO Supervisor, will, as per the contracturai
agreement between SPTU and HIO, continue to monitor SPTU. I
have assigned Scott Jefferson to be my contact person, reporting
directly to me on the progress of the newly clarified relatianship
between SPTU and the HIO. In February, 1978, six months after the
contract commences, I will conduct a review of the SPTU and the
services they provide the City of Saint Paul.
I subscribe to the philosophy of the Saint Paul Tenants Union.
Tenants are an under-represented constituency in Saint Paul, and _
I strongly believe that SPTU provides a much needed service. I
reaffirm my awareness of past problems with SPTU. However, it
must be remembered that to discontinue funding of SPTU is a step
backward in the development of strong tenants' organization that
can, in a spirit of cooperation, effectively work for tenant
rights. .
