The City of Saint Paul Police Department is charged �vith patrolling these streets and does so with a swom complement of 576 officers, 250 marked squads and 75 unmarked squads. The Saint Paul Police Department has a long history of commitment to traffic safety including a unit devoted to traffic ��a acc:deni. Traf;,c violations are a quality of life issue `vhich the department has dedicated continuous resources to. The city is divided into three police districts. Each police district is equipped with traffic enforcement equipment including but not limited to unmazked vehicles, radar and laser units and preliminary breath testers. In addition to genaral marked vehicle traffic enforcement, the district police officers respond to citizen complaints of traffic "hot spots". All officers in the recruit academy receive 16 hours of instruction in basic and advanced street field sobriety training. The deparimenYs traffic and accident unit is focused on traffic safety through education and enforcement as well as investigation of crashes. The unit is staffed by one commander, five sergeants, and twenty-one officers. The traffic unit employs the use of lwelve "unmarked" squads and has within the last three years added fourteen motorcycles to traffic patrols. The traffic and accident unit also provides training in occupant protection usage, traffic law, crash investigation, laser and speed detection. The sergeants and officers in the unit participate in ongoing training in many axeas of traffic safety and crash investigation including drug recognition experts and classes on drugs that impair. The department has a long history of successful participation an the Safe and Sober campaign as well as sponsorship of Operation Nightcap projects. Department repxesentatives also participate in several committees related to traffic and pedestrian safety. Of the 325 marked and unmarked cars, 140 are scheduled to be equipped with mobile computer terminals in the spring of 2001. These terminals were purchased through a federal COPS grant with installation and ongoing costs paid for by the city. The Saint Paul Police Department will improve its ability to promote traffic safety with the use of additional laptop computers funded by this DPS grant. We are proposing the purchase of 20 additional laptop computezs with these grant funds. These computers would tae placed in the vehicles assigned to our traffic and accident unit and to our three patrol districts. The primary purpose of these vehicles would be to promote traffic safety throughout tiie city. The new laptops will allow traffic officers to be connected to our computer aided dispatching, access the department of motor vehicle driver's license and vehicle registration information, and check the local, state and federal databases for wants and warrants. In order for us to efficiently accomplish this we need computers that are capable of using a Cellular Digital Packet Data (CDPD) network to move data in the quickest and most secure means available. The computers should have a touchscreen (thereby eliminating keystrokes), magnetic card reader and/or bar code scanner (further eliminating keystrokes Uy electronically entering the driver's information directly on traffic citations via a single card swipe).
