WHEREAS, the West Seventh Street Federation has submitted to the Planning
Corrrnnnission of the City of Saint Paul a plan for an identified treatment area to be
located in the vicinity of Leech and McBoal Streets; and
WHEREAS, the Land Use Committee of the Planning Commission and the City's
planning staff have reviewed this plan to evaluate its consistency with the City's
Rehabilitation Plan, Policy for ldentified Treatment Areas and Residential
Improvement Strategy; and
WHEREAS, the area for which the program is requested is found to be appropriate
for concentrated improvements; and
WHEREAS, the proposal is found to be inconsistent with the identified treatment
area policy in the one respect that no rehabilitation plan for the district has been
prepared; now, therefore, be it
RESOLVED, that the City Council of the City of Saint Paul directs the City's
Renewal Division to give priority to residents of the area in processing applications
for rehabilitation assistance; be it
FURTHER RESOLVED, that by this action the City Council does not approve the
design or installation of any public improvements in the proposed Leech-McBoal
Identified Treatment Area, and that it will not do so until :
1 . the community demonstrates a sufficient level of participation in housing �
rehabilitation efforts;
2. City staff and the City Planning Commission approve further refined and
expanded goals and objectives for the proposed identified treatment area, which are
designed to correct the housing problems described in the Identified Treatment Area
Plan as originally submitted in June, 1977.
