Resolution revising certain Class Specifications
in the Civil Service Rules.
WHEREAS, it is appropriate and desirable to change the Class
Specifications for the titles of Sanitarian I, Sanitarian II, and Sanita.rian
III; now, therefore, be it
RESOLVED, that the Civil Service Rules be amended by striking
from Section 49 the Class Specifications for the titles of Sanita.rian I,
Sanitarian II, and Sanitarian III, and substituting in lieu thereof, respectively,
the attached Class Speci.fications for the titles of SAIVITARIAN I, SANITARIAN
II, and SANITARIAN III.

SANITARIAN I
DESCRIPTION OF WORK
General Statement of Duties: Performs entry level professional work en-
forcing public health regulations and ordinances; and performs related
duties required.
Supervision Received: Works under the close supervision of a higher level
sanitarian.
Supervision Exercised: None
TYPICAL DUTIES PERFORMED
The listed examples may not include all duties performed by all positions in
this class.
Implements educational programs in the field of public health, including
making speeches and preparing educational material.
Inspects equipment and procedures utilized in dairy plants, butcher shops,
public swimming pools, restaurants, bakeries, food warehouses, groceries
and other establishments requiring a license to operate to determine con-
-formity with City and statE health regulations.
Inspects housing, sanitation and food service facilities in schools, colleges,
rooming and boarding houses and day care centers.
Inspects domestic and commercial water supplies and systems, sewage disposal
facilities and the disposal of other community waste to determine com-
pliance with laws, ordinances and standards.
Makes inspections and investigates complaints of potential violations of
City and state regulations governing pest control, abandoned motor
vehicles, discarded appliances, refuse storage, nuisance abatement and
keeping of animals.
Participates in food recall programs and food poisoning investigations; in-
spects food in establishments which have been damaged by smoke, fire or
water.
Collects food, milk, water and paint samples and submits for laboratory
analysis; interprets results and discusses corrective actions with
owner/operators.
Issues written orders to owner/operators requiring them to eliminate health
hazards and correct deficiencies; may condemn contaminated food and re-
tain equipment which does not conform to standards.
Explains policies and actions of the enforcement unit to owner/operators
and the general public; counsels individuals on methods of achieving
compliance.
Participates in developing and implementing civil defense, emergency and
other related programs with other governmental agencies.

Keeps records and prepares reports as required.
Issues ordinance violation tags when warranted.
KNOWLEDGES, SKILLS AND ABILITIES
Working knowledge of public health laws, ordinances, standards and regula-
tions.
Working knowledge of environmental health and ecology.
Working knowledge of insect and rodent control.
Considerable knowledge of food chemistry and related areas of bacteriology
and biology.
Some ability to observe physical conditions and relate to established
guidelines, codes and ordinances.
Working ability to deal effectively and efficiently with the public.
MINIMUM QUALIFICATIONS
College graduation with a major in Environmental Health, Public Health,
Food Science and Technology or equivalent. (No substitution for
education.)

General Statement of Duties: Performs responsible professional work en-
forcing public health regulations and ordinances; and performs related
duties as required.
Supervision Received: Works under the general supervision of a higher
level sanitarian.
Su ervision Exercised: Exercises within the unit immediate technical super-
vision irectly over lower level sanitarian workers.
TYPICAL DUTIES PERFORMED
The listed examples may not include all duties performed by all positions in
this class.
Implements educational programs in the field of public health, including
making speeches, preparing educational material and presenting courses
to food and swimming pool operators.
Inspects equipment and procedures utilized in dairy plants, butcher shops,
restaurants, bakeries, food warehouses, groceries and other food estab-
lishments and public swimming pools to determine conformity with City
and state health regulations.
Inspects housing, sanitation and food service facilities in schools, colleges,
rooming and boarding houses and day care centers.
Inspects domestic and commercial water supplies and systems, sewage disposal

General Statement of Duties: Performs highly responsible professional work
planning and supervising enforcement of public health regulations and
ordinances; and performs related duties as required.
Supervision Received: Works under the general technical and administrative
supervision of the unit head.
Supervision Exercised: Exercises, within the unit, immediate supervision
directly over_all-sa.nitarian workers and immediate supervision through
a subordinate supervisor over assigned clerical workers.
TYPICAL DUTIES PERFORMED
The listed examples may not include all duties performed by all positions in
this class.
Researches, designs and drafts new programs and proposals.
Researches. reviews and recommends modifications and additions to environ-
mental health ordinances and regulations.
Plans and assigns field investigations, inspections and surveys; reviews and
discusses work reports, abatement orders and citations with subordinates.
Reviews plans and specifications of proposed food facilities for conformity
with city and state health regulations; discusses corrective actions
with architect, contractor or proprietor.
Coordinates in-service training programs for new employees; selects and
recommends training programs for employees.
Participates in difficult or unusual field investigations and surveys.
Interprets and explains policies and actions of the enforcement unit to
establishment owners, operators and the general public.
Holds administrative hearing to adjudicate client-agency disputes and
grievances.
Represents city in court as an expert witness.
