01-462ORIGINAL Presented By Refeaed To Council File # O � � �"� ( o � Crreen Sheet # , ���� �— RESOLUTION CITY OF SAINT PAUL, iVIINNESOTA /0 Committee: Date WHEREAS, the Division of Parks and Recreation operates and manages the Rice Arlington Sports Dome, and has done so since June of 1998, after terminating an existing agreement with private management; and 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 WHEREAS, the Rice Arlington Sports Dome is currently losing approximately $470,000 per year in operating and debt service costs, in part because the operation needs to be combined with aggressive marketing and promotion of the facility; and WHEREAS, the City does not have the capacity or expertise to market and promote the facility in the manner necessary and cannot reasonably develop such capacity or expertise in a timely manner; and WHEREAS, the City of Saint Paul, Division of Parks and Recreation, wishes to solicit proposals for private operation, marketing, and management of the facility to determine whether it can be run at no cost to the City; and WHEREAS, Saint Paul Administrative Code §85.04(b) requires that managed competition requests for proposals be submitted to the Compete Saint Paui Board for review and recommendation before a request for proposal is sent to private parties for response, but the Board currently is not active; and WHEREAS, Section 85.13(a) permits the Council by resolution to waive one or more of the requirements of the Chapter; and WHEREAS, the Council finds that the purposes of §85 would not be frustrated by a waiver of the requirement of Boazd review of requests for proposals in this instance; now, therefore, be it RESOLVED, that the requirement of Saint Paul Administrative Code §85.04(b) that all managed competition requests for proposals be submitted to the Compete Saint Paul Board for review and recommendation prior to such RFP being sent to private parties shall be waived, as shall the requirements of §85.06 and §85.07 relating to performance plans, and the Division of Parks and Recreation is authorized to issue an RFP for the operarion, marketing, promotion and management of the Rice Arlington Sports Dome; and be it i 2 3 4 5 6 FURTHER RESOLVED, that the provisions of §$5.09 (1) and (3) relating to the masunum length of contracts of two years and the wage provisions should be specifically addressed in any responses to the RFP to detennine whether waiver may be necessary. o�•y��. by Department of : By \ _ - '., - - . _ - i �✓ i r�, / � /ii �ii „�. �.
