Duties of zoning administrator. ( fl Billboard inventory and enforcement. The zoning administrator shall maintain an inventory of billboazds in the city. The zoning administrator shall from time to time perform inspections of all billboazds in the city and maintain records, which may include photographs, of all billboards. If the zoning administrator determines that the opinion of a structural engineer or other experts are needed, the zoning administrator may hire a consultant. A billboard owner must provide access for inspectors prompfly; such access may involve getting to a rooftop through a lessor's building or providing a cherry picker. (g) Billboard fees. The city shall wllect annual billboazd fees from their owners. Said fee sha11 be set by the city council by resolution upon recommendation from the zoning administratar on what amount is adequate to cover the city's costs for staff and contracted services to maintain the billboard inventory and strictly enforce all city regulations for billboards. The fee may be adjusted from yeaz to year to reflect changes in the city's costs. INITIAL PROGRAM STARTUP AND BILLBOARD INVENTORY Compile a comprehensive inventory of all advertising sign structures in the City. Start with sign companies' lists and existing GIS map. Canvas the entire city. Measure specific locations; note type of stnxcture, size, number of faces, condition and other characteristics of sriucture. Take digital photograph of each sign. Look for advertising signs not on sign companies' lists, owned by private property owners. Coordinate with MN Department of Transportation for inspecting signs along state and federal highways. Map all sign locations using a mid-range quality Global Positioning System (GPS), consisting of a field unit and a back pack. This includes a GPS receiver for the office (accuracy to 10 meters); an additional hand held data collector with antenna that triangulates beacon receiver, satellite and known buoys to get accuracy down to 1 meter; and sofiware. Data base would be established in GIS, including the attachment of digital photographs, using ArcPad software. Information can be exported to Amanda data base folders by XI' coordinates. Create folder documents: annual certificate, invoice and inspection report. Download location of all e�sting signs on GIS map and a listing of chazacteristics and photograph of each sign in GIS. Give them options far legalizing. If they don't comply, take adverse action against their license and/or court action. Refer signs with questionable structural integrity to Structural Engineer for review. Hire consultant as needed. After the complete list of signs and sign companies is compiled, invoice each sign company or individual for all acceptable sign faces they own. Verify license status of all sign owners for appropriate insurance/bond requirements. Process fee. Issue each sign company or individual owner a certificate for all sign structures to initially register them for the first year. This should take about 6 months. LIEP staff salaries include fringe benefits at 28.897%. It is estimated that salaries will increase about 2%z% per year. The first yeaz includes 2000 salaries pius 2%z%. The annual costs include the average of the next four years' increase. Tunes for the structural engineer aze based on reviewing 40 signs per yeaz at 3 hours per sign. The hours for the consultant are based on 12 inspections per yeaz at 4 hours each. The mileage is based on 60 days of inspections at 20 miles per day. The initial computer staff time includes: Amanda folder and development - 120 hours, folder documents - 50 hours, setting up GPS - 80 hours, GIS data creating - 60 hours, database synchronization - 16 hours. Fee should be based on the number of sign faces as opposed to sign structures. Sign companies charge by sign face and one sign face could have damage and the others may not. ACTUAL COSTS There aze approximately 620 billboard faces in the city. The average yearly cost, for both the stariup and annual cost, over five years is $90,084, or $145 per sign. By contrast, the annual registration and inspection fee for the City of Minneapolis is $250 for each billboard face along a freeway and $150 per face elsewhere. The State of Minnesota Department of Transportation requires an annual fee for billboards along state and federal highways of $60 per yeaz for structures between 50 and 300 square feet and $120 per yeaz for billboards larger than 300 squaze feet. Duties of zoning administrator. ( fl Billboard inventory and enforcement. The zoning administrator shall maintain an inventory of billboazds in the city. The zoning administrator shall from time to time perform inspections of all billboazds in the city and maintain records, which may include photographs, of all billboards. If the zoning administrator determines that the opinion of a structural engineer or other experts are needed, the zoning administrator may hire a consultant. A billboard owner must provide access for inspectors prompfly; such access may involve getting to a rooftop through a lessor's building or providing a cherry picker. (g) Billboard fees. The city shall wllect annual billboazd fees from their owners. Said fee sha11 be set by the city council by resolution upon recommendation from the zoning administratar on what amount is adequate to cover the city's costs for staff and contracted services to maintain the billboard inventory and strictly enforce all city regulations for billboards. The fee may be adjusted from yeaz to year to reflect changes in the city's costs. INITIAL PROGRAM STARTUP AND BILLBOARD INVENTORY Compile a comprehensive inventory of all advertising sign structures in the City. Start with sign companies' lists and existing GIS map. Canvas the entire city. Measure specific locations; note type of stnxcture, size, number of faces, condition and other characteristics of sriucture. Take digital photograph of each sign. Look for advertising signs not on sign companies' lists, owned by private property owners. Coordinate with MN Department of Transportation for inspecting signs along state and federal highways. Map all sign locations using a mid-range quality Global Positioning System (GPS), consisting of a field unit and a back pack. This includes a GPS receiver for the office (accuracy to 10 meters); an additional hand held data collector with antenna that triangulates beacon receiver, satellite and known buoys to get accuracy down to 1 meter; and sofiware. Data base would be established in GIS, including the attachment of digital photographs, using ArcPad software. Information can be exported to Amanda data base folders by XI' coordinates. This should take about 6 months. LIEP staff salaries include fringe benefits at 28.897%. It is estimated that salaries will increase about 2%z% per year. The first yeaz includes 2000 salaries pius 2%z%. The annual costs include the average of the next four years' increase. Tunes for the structural engineer aze based on reviewing 40 signs per yeaz at 3 hours per sign. The hours for the consultant are based on 12 inspections per yeaz at 4 hours each. The mileage is based on 60 days of inspections at 20 miles per day. The initial computer staff time includes: Amanda folder and development - 120 hours, folder documents - 50 hours, setting up GPS - 80 hours, GIS data creating - 60 hours, database synchronization - 16 hours. Fee should be based on the number of sign faces as opposed to sign structures. Sign companies charge by sign face and one sign face could have damage and the others may not. ACTUAL COSTS There aze approximately 620 billboard faces in the city. The average yearly cost, for both the stariup and annual cost, over five years is $90,084, or $145 per sign. By contrast, the annual registration and inspection fee for the City of Minneapolis is $250 for each billboard face along a freeway and $150 per face elsewhere. The State of Minnesota Department of Transportation requires an annual fee for billboards along state and federal highways of $60 per yeaz for structures between 50 and 300 square feet and $120 per yeaz for billboards larger than 300 squaze feet.
