THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section l.
That the Zoning Map of Saint Paul, Sheet No. 12, as incorporated
by reference in Section 60.401 of the Saint Paul Legislative Code, is �
hereby amended as follows:
The property bounded by Thomas and Edmund Avenues
and Marion and Galtier Streets, more particularly de-
scribed as follows:

A. SUFFICIENCY• The petition for rezoning was filed on a short form petition,
subscr be � sworn to before a notary.:public on 8-23-77, and received by the
City Planning Office on 9-1-77.
B. PROPOSAL: The request is to rezone this property from RT-1 to I-1 .
C. FRONTAGE & ARL�A: The lot has 42.5 ft. frontage on Agate Street and 120 ft. frontage
on vacate Case Avenue.
D. SITE CONDITIONS: This vacant, undeveloped site is fenced and currently is used
as a storage yard for fabricated structural steel bridge girders. Industrial
land surrounds the site on the east side of Agate.
E. AREA CONDITIONS: Agate Street generally divides the area between industry on the
east and resi ential on the west. The industrial area contains the St. Paul
Structural Steel plant, Modernistic Die Cutting, and railroad yards. The residential
area contains many older, well kept homes.
F. FINDINGS:
1 . The site has industrial land on all 3 sides.
2. The site is not conducive for the construction of a residential structure.
3. Modernistic Die, owner of the adjacent property on the north, has a request
pending for a setback variance for parking because of the existing RT-1 zoning.
G. STAFF RECOMMENDATION: Based on Findings #1 and #2 above, Staff recomnends that the
petitioner s request be granted.

This letter is written in response to the petition of the Housing & Redevelopment
Authority to rezone the block bounded by Thomas-Marion-Edmund-Galtier from RT-1
and RT-2 (two-family residential districts) to RM-1 (1ow density, low rise,
multi family district).
This matter was heard before the Current Planning & Zoning Committee on October
20, 1977 at which time staff recommended that the petitioner's request be granted.
Ms. McGinley moved to recommend approval of rezoning to RM-1 . Ms. Summers
seconded the motion and it passed on a 4 to 0 roll call vote.
On October 28, 1977 the Planning Commission unanimously confirmed the Current
Planning & Zoning Committee recorrnnendation.
The matter is scheduled to be heard before the St. Paul City Council on December
1 , 1977.

HOUSING & REDEVELOPMENT AUTHORITY (#8217): The petition is to rezone the block bounded
by Thomas, Marion, Edmund and Galtier from RT-1 and RT-2 to RM-1 to allow the construc-
tion of four 7-unit market-rate apartment buildings.
The petitioner was present. There was no opposition.
Mr. Warn read the staff report and showed slides of the subject site.
Mr. Terry Garvey, attorney for the Housing Authority, indicated he concurred in the
staff recommendation of the rezoning to RM-l . The proposal had been approved by
the District 7 Planning Council .
Mrs. McGinley moved to recomnend approval of rezoning to RM-l . The motion was seconded
by Mrs. Sumners, and carried by a 4 to 0 roll call vote.

A. SUFFICIENCY: The petition for rezoning was filed on a long form with the City Clerk
on August 3, 1977, found sufficient by the Department of Finance and Management
on September 15, 1977, and was received by the Planning Department on September 22, 1977.
B. PROPOSAL: The proposal is to rezone the property from RT-1 and RT-2 to RM-1 .
C. FRONTAGE & AREA: The proposal covers the entire city block bounded by Thomas,
mun , arion and Galtier, and is 244.5 x 250 feet , or i .4 acres.
D. SITE CONDITIONS: The site has been cleared of all but one vacant two-story boarded-up
structure. he site is level and ready for development. Old single family homes,
many on 25 ft. lots, face the site on the south across Edmund. A new single family
home faces the site on the west across Galtier. A city recreation center faces the
site on the north across Thomas, and the new Rice-Marion Apartment complex of about
100 units is under construction to the east of the site across Marion Street.
St. Adelbert's Church property occupies the block to the southwest corner of the site.
E. AREA CONDITIONS: The area contains many old homes on narrow lots with some new
su si �ze ousing. The new 100 units currently under construction (Rice-Marion)
will add to the density of the area.
F. FINDINGS:
.T�TF�ie site is presently vacant and ready for development.
2. The existing older homes on narrow lots in the area create a higher single
family housing density which would be compatible with the proposal .
3. The city recreation center across the street will provide for recreational needs
and open space for the apartments proposed.
4. The proposal will not be detrimental to the neighborhood.
G. STAFF RECONp�IENDATIONS: Based on the above findings, Staff recomnends that the
petitioner s request be granted.

This letter is written in response to the petition of the Housing & Redevelopment
Authority to rezone the block bounded by Thomas-Marion-Edmund-Galtier from RT-1
. and RT-2 (two-family residential districts) to RM-1 (low density, low rise,
multi family district).
This matter was heard before the Current Planning & Zoning Committee on October
20, 1977 at which time staff recomnended that the petitioner's request be granted.
Ms. McGinley moved to recommend approval of rezoning to RM-1 . Ms. Summers
seconded the motion and it passed on a 4 to 0 roll call vote.
On October 28, 1977 the Planning Commission unanimously confirmed the Current
Planning & Zoning Committee recorr�nendation.
The matter is scheduled to be heard before the St. Paul City Council on December
1 , 1977.

HOUSING & REDEVELOPMENT AUTHORITY (#8217): The petition is to rezone the block bounded
by Thomas, Marion, Edmund and Galtier from RT-1 and RT-2 to RM-1 to allow the construc-
tion of four 7-unit market-rate apartment buildings.
The petitioner was present. There was no opposition.
Mr. Warn read the staff report and showed slides of the subject site.
Mr. Terry Garvey, attorney for the Housing Authority, indicated he concurred in the
staff recomnendation of the rezoning to RM-l . The proposal had been approved by
the District 7 Planning Council .
Mrs. McGinley moved to recomnend approval of rezoning to RM-1 . The motion was seconded
by Mrs. Sumners, and carried by a 4 to 0 roll call vote.

A. SUFFICIENCY: The petition for rezoning was filed on a long form with the City Clerk
on Augus 3, 1977, found sufficient by the Department of Finance and Management
on September 15, 1977, and was received by the Planning Department on September 22, 1977.
B. PROPOSAL: The proposal is to rezone the property from RT-1 and RT-2 to RM-l .
C. FRONTAGE & AREA: The proposal covers the entire city block bounded by Thomas,
cmun , ar on and Galtier, and is 244.5 x 250 feet , or 1 .4 acres.
D. SITE CONDITIONS: The site has been cleared of all but one vacant two-story boarded-up
structure. The site is level and ready for development. Old single family homes,
many on 25 ft. lots, face the site on the south across Edmund. A new single family
home faces the site on the west across Galtier. A city recreation center faces the
site on the north across Thomas, and the new Rice-Marion Apartment complex of about
100 units is under construction to the east of the site across Marion Street.
St. Adelbert's Church property occupies the block to the southwest corner of the site.
E. AREA CONDITIONS: The area contains many old homes on narrow lots with some new
su si �ze ousing. The new 100 units currently under construction (Rice-Marion)
will add to the density of the area.
F. FINDINGS•
T.'T�ie site is presently vacant and ready for development.
2. The existing older homes on narrow lots in the area create a higher single
family housing density which would be compatible with the proposal .
3. The city recreation center across the street will provide for recreational needs
and open space for the apartments proposed.
4. The proposal will not be detrimental to the neighborhood.
G. STAFF RECOMMENDATIONS: Based on the above findings, Staff recommends that the
petitioner s request be granted.
