1 WHEREAS, the Minnesota Amateur Sports Commission (MASC) and the Deparnnent of
2 Children, Families and Learning (CFL), via the State General Fund, provide gant funds to assist
3 local governmental units of the State of Minnesota in the development and renovation of athletic
4 fields and soccer fields; and
WHEREAS, the City of Saint Paul, through its Division of Parks and Recreation, desires
to contract and develop a McDonough Recreation Center Soccer Fields project for the sport of
soccer; and

WHEREAS, the City Council in Council File 00-790 authorized the proper city officials
to submit the following grant application to the MASC/CFL, to wit:
McDonoueh Recreation Center Soccer Fields - A develpoment project
which will upgrade the current soccer area to permanent field status and
add a second permanent field; and
VJHEREAS, the City of Saint Paul, I}ivision of Parks and Recreation received a$99,000
grant awazd from the MASCfCFL for said project; and
WHEREAS, the MASCfCFL requires certain language to be contained in the resolution
in order to authorize the payment of the grant award; now, therefore be it
RESOLVED, that the Saint Paul City Council estimates that the total cost of
developing/renovating the facility shatl be $495,000 and the City requests $49,000 from the
MASCfCFL Youth Enrichment Grant Program, and will assume resonsibility for the match
requirement of $396,000; and be it
FURTHER RESOLVED, that the City of Saint Paul agrees to own and assume lOQ
percent of the operational costs for said sport facility, and will operate said facility for its
intended purpose for the functionai life of the facility, which is estunated to be 50+ years; and be
it
FURTHER RESOLVED, that the City of Saint Paul agrees to enter into necessary and
required agxeeements with the MASGCFL for the specific purpose of conshucting/renovating a
sport facility and long-term proe�am direction; and be it

2 FINALLY RESOLVED, that the Director of the Aivision of Parks and Recreation is Q\—��b
3 authorized and directed to serve as the official liaison with the MASGCFL.

Enrichment Grant from the MASC/CFL for $99,000 for the construction of two new soccer fields at McDonough
Recreation Center. The grant amount requested was awarded and an agreement for the project has been executed, but
the MASC/CFL will not release reimbursement funds until it receives certain specified language in a local government
resolution. 7hat language is included in this resotution.
