WHF�tEAS, The Council for the City of Saint Paul has proq3.ded for a comprehensive
Health and Welfaxe Insurance Program for city employees and employees of Independent School
District �625, as provided for under Council File No. 267621, and
WHIIZEAS, The present hospitalization and medical-surgical covera�e is provided by
Blue Cross and Blue Shield of Minnesota, and
WHEREAS, The Blue Cross-Blue Shield of Minnesota indicated an increase of approx-
imate],y 17°� over 1q77 rates for 1978, the City, therefore, made prepaxations �or self-insuring
this risk and letting the contract for bids, and
WHIItEAS, The proposed premi�uns, submitted. prior to September l, 1977 for the
year 1978 pursuant to the contract, are the same as 1q77, which are as follows:

Early retirees entitled. to active employee coverage will be rated. as active employees a'bove,
now therefore be it
RESOLVID, That tMe contracts for the Hospital coverage and Medical Surgical
coverage to be identical to the coverages now provided under the existing contracts be renewed
to Blue Cross-Blue Shield of Minnesota, and be it
FURTHFR RESOLVID, That the City and Independent School District �625 shall pay
that portion of the premiums as is agreed. upon by the process of collective baxgainipg and the
employee shall pay the balance of pre�ni�ns due through payroll ded.uction, and be it
F'[JRTHIIt RESOLVED, That the proper city personnel be directed to pay these
premiums as they fall due, and be it
FINALLY RESOLVID, That the City Clerk be instructed to send a copy of this
resolution to the Blue Cross-Blue Shield of Minnesota.
