WHEREAS, The City of 5aint Paul under the provisions of the
Public Employees Labor Relations Act of 1971, as amended, is required
to meet and negotiate with public employees in appropriate bargaining
units and provide for written agreements evidencing the result of such
bargaining; and
WHEREAS, The City has engaged and designated the City Negotiator
to implement provisions of said law through collective bargaining; and
WHEREAS, The City Council recognizes that due to the difficulty
of establishing negotiation with a],1 of the appropriate bargaining units for
wage and salary rates, fringe benefits and working conditions, some de].ay
may result before final contracts will be passed upon reflecting the Counci.],�s
determination as to what constitutes appropriate agreements with these
employee units; now, therefore, be it
. RESOLVED, That the City Negotiator is hereby granted authority
to negotiate and recommend settlements for the year of 1978 by which
all wages, fringe benefits and additions to working conditions may be
effective as of December 31, 1977, or any subsequent date set by the Council
when implernenting the recommendations or contracts; and be it
FINALLY RESOLVED, That any arbitration awards in regard to
negotiations for contracts with tlzese units for the year of 1978 may make
all wages, fringe benefits or additions to working conditions effective as
of December 31, 1977, or any subsequent date thereafter.
