The meeting was called to order at 1.32 p.m.
Gerry Strathman stated this hearing is being held to heaz objections to the license application for
Fasika Inc., doing business as Fasika Ethiopian Restaurant, at 510 Snelling Avenue North.
Kristine Schweiner zeported this license application is for Wine On Sale, Malt On Sale-Strong,
and Restaurant licenses. The Malt on Sale Strong license allows the business to sell beer that is
greater than 3.2% alcohol by voluxne. LIEP's recommendafion for this license application is
approval with the condition that the business maintain off street parking requirements set by
Zoning. The business has a lease for parking. The lease agreement is for seven parking spaces at
Midway Bank, which is located across the street from the business. The Fire and Health
Departments needs to make final approvals before this license application is approved.
7eff Hawkins reported that the previous use for this site was rztail, which required nine spaces.
The new use is for sixteen pazking spaces. They have eleven parking spaces on their site. They
meet the zoning requirement with the seven additional spaces leased.
Vic Masanz, 10802 Third Street Pl. N., Lake Elmo, appeazed and stated he owns the pazking lot
behind Fasika. His main objection is the parking. His parking is so straddled, that he has
contracted pazking with other businesses. This property had problems two years ago, and the
police shut down that previous business.
Mr. Strathman asked does he have a pazking lot that he leases to others. Mr. Masanz responded
yes. He is not against the restaurant, but it should have a proper amount of pazking. His
business contracted with police to come during the night to check businesses. The Hamline
Midway Coalition is talking about installing signs. Mr. Masanz would like some guarantee the
restaurant will not be a problem.
Mr. Strathman asked is his concern that people from Fasika will pazk in his lot and in places that
are leased to someone else. Mr. Masanz responded in the affirmarive.
Mr. Strathman asked is his concern also that the restaurant will cause criinii�al activity in the
neighborhood. Mr. Masanz responded no. Criminal activity will happen and they will have to
pay far more police to patroL Hiring more police will cost the businesses more money. People
will cross in the middle of the street to get to the restaurant. He can foresee an accident
occuiring because there is no crosswalk there. The City may haue to make some changes at that
location.

Knowing what he knows, Mr. Strathman asked is he still opposed to this license application. Mr.
Masanz responded he is not opposed to the restaurant license, but he is opposed to the beer and
wine licenses. He thought that a business could not sell wine and strong beer north of
University. Ms. Schweinler responded there is no ordinance that would prohibit them from
applying anywhere on Snelling.
Mark Johnson, owner of the Turf Club Bar, appeazed and stated he wanted to reiterate the
concem about beer and wine. It is very difficult to walk across the street on University. Another
problem is that there is a hall above the restaurant. Parties were being held there and pazking got
to be a problem.
Mr. Strathman asked what is going on with the hall. Mr. Johnson responded the Hamline
Midway Coalition has been holding meetings with the University bar owners and the police to
convince the bar owners to hire more police to patrol the area. Supporting the beer license wiil
not help this matter.
(No one else came forwazd with objections to the license.)
Atnafu Yeshidagne, President of Fasika, appeared. He stated Fasika is the second Ethiopian
restaurant in Saint Paul. In the past ten years, the Ethiopian population is growing. As for
parking, he was told they did not have enough parking spaces. They acquired additional parking
spaces from Midway Bank. As for crime, it is not acceptable anywhere. Fasika Restaurant has
nothing to do with crime. His customers will be Ethiopian, and they are good people.
Mr. Strathman stated that no one here voiced any objections to the restaurant license. He asked
why the restaurant needs a strong beer license. Mr. Yeshidagne responded their culhxre is to
have wine and beer after meals. The poorest person can afford homemade beer oz wine.
Mr. Strathman asked do they believe it is integral to the business. Mr. Yeshidagne responded in
the affirmative. Their food goes well with wine and beer, and it will only be served in
conjuncrion with food.
If this license is approved, Mr. Strathman asked, the wine and beer cannot only be served in
conjunction with food. Ms. Schweinler responded state law provides it is only a menu item.
Also, it can only be bought from licensed distributors.
David Gagne, Hamline Midway Coalition, appeared and stated his coalition supports the project.
The area has many new residents from Ethiopia. This wili be a gathering place for them and
other residents. Mr. Gagne would not support the license if it was a bar. This will be a family
oriented restaurant. As for the dance hall, there are now periodic wedding parties there. There
have been no dances or anything like that in the last six to eight months.
Mr. Strathman asked was there any association between this restaurant and the dance hall. Mr.
Gagne responded no. He is looking forward to warking with Mr. Masanz and other to resolve

the pazking problems. He received permission to use STAR funds to get better signage in
dealing with the parking in the reaz. He will take the initiative to make this happen.
Mr. Strathman stated the pazking solution across the street is not optimal, but it meets the zoning
requirement. Therefore, it cannot be used as a basis to deny the license application.
Gerry Strathman granted the license with the following condition, which was recommended by
LIEP: Licensee is responsible for maintaining off-street parking in accordance with provisions of
the Saint Paul Zoning Ordinance. A lease agreement for shared pazking was submitted and
approved by this office (2/5/Ol) to meet the pazking requirement. The licensee shall notify this

David Gagne, Hamline Midway Coalition, appeared and stated his coalition supports the project.
The area has many new residents from Ethiopia. This wili be a gathering place for them and
other residents. Mr. Gagne would not support the license if it was a bar. This will be a family
oriented restaurant. As for the dance hall, there are now periodic wedding parties there. There
have been no dances or anything like that in the last six to eight months.
Mr. Strathman asked was there any association between this restaurant and the dance hall. Mr.
Gagne responded no. He is looking forward to warking with Mr. Masanz and other to resolve

the pazking problems. He received permission to use STAR funds to get better signage in
dealing with the parking in the reaz. He will take the initiative to make this happen.
Mr. Strathman stated the pazking solution across the street is not optimal, but it meets the zoning
requirement. Therefore, it cannot be used as a basis to deny the license application.
Gerry Strathman granted the license with the following condition, which was recommended by
LIEP: Licensee is responsible for maintaining off-street parking in accordance with provisions of
the Saint Paul Zoning Ordinance. A lease agreement for shared pazking was submitted and
approved by this office (2/5/Ol) to meet the pazking requirement. The licensee shall notify this
office (LIEP) if the shazed pazking agreemenUlease is changed, not renewed, expired, canceled,
or for any other reason and shall provide an alternative plan to meet city parking requirement for
this licensed activiTy.
