Gerry Strathman stated this meeting is being held to heaz objections to licenses for SUPERUSA at 1333 Thomas Avenue, and 97 Annapolis Street East. Kristine Schweinier reported this owner is applying for a Malt ff Sa1e, Alarm Permit, and Cigarette & Grocery License. Zoning, Fire, and Environmental Health have been approved. LIEP recommended approval. Gerry Strathxnan stated three letters of objection were received. Mrs. Dolphy and Deborah Amacher wrote objection letters against the license at 1333 Thomas Avenue. Mrs. Dolpy's letter stated she would like the store to continue in the fashion it has since 1987. Deborah Amacher's letter stated there is concern about the lack of lighting, and trash in the back of the store. Ms. Amacher requested that the applicant installs a light in the back of the building, and a privacy fence around the building and dumpster. Julie Huffcutt wrote an objection letter against the license at 97 Annapolis Street East. Ms. HufFcutt's letter stated there is a liquor store aiready established on Robert Street. The business at 97 Annapolis is run down, diriy, and an eyesore Co the entire block. Shawn Punjwani, co-owner, appeared and stated six properties were acquired. The establishments have been in existence for approximately twenty years. Super America had allowed the establishments to deteriorate. The establishments were recently acquired, and there has been little time to do many improvements. However, some improvements have been made and new signs were installed. The store at 97 Annapolis is very sma11. Some changes have occurred, particularly ta the inside of the building. It is not an eyesore. In response to Mr. Strathman's concern about the objection letter from Deborah Amacher, Mr. Punjwani responded he did have a telephone conversation with Ms. Amacher. A bag of trash was removed from behind the building by Mr. Punjwani. The store manager and employees were inshucted to routinely check the surrounding building for trash or debris. There is no objection against installing a light in the back of the building. The dutnpster company has been contacted to deliver locks for the dumpster. Installing a privacy fence could run into the sidewalk, and property that is not owned by Mr. Punjwani. In response to Mr. Strathman's question about whether or not anyone from LIEP has visited the establishment, Ms. Schwienler responded she has been by the properiy on numerous occasions o- Kt Legislarive Hearing Minutes - SUPERUSA - 97 Annapolis St.(1333 Thomas Ave. Page 2 and it is a small establishment. The dumpster is located in the back of the building in the alley. It is possible, if a fence was installed azound the dumpster, that it would encroach on to city properry. Also, ttash haulers have a difficult time maneuvering around the fence to remove the dumpster for trash disposal. It is difficult at the this time, because of snow accumulation, to distinguish the best placement for the dumpster. Locks on the dumpster would help deter people from using it for personal trash. The area is notorious for people throwing gazbage into the alley and dumpsters. Gerry Strathman recommended approval of the Iicense at 97 Annapolis Street East. There is no basis in denying the license application because there is an existing establishment within the area that provides sunilaz products. Gerry Strathman recommended approval of the license at 1333 Thomas Avenue with the following condition: 1) Provide lighting in the rear of the building.
