THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section l.
The following property is hereby declared to be a Heritage
Preservation Site as authorized by Ordinance No. 16006:
� The property containing the Andrew McGill House
at 2203 Scudder Street, more particularly described as
follows:
"Part of Lot 14 and all of Lots 15, 16, and 17, �
Block 42, Saint Anthony Park Addition. "
Section 2.
This ordinance shall take force and effect in thirty (30)
days from and after its passage, approval and publication.

SUMMARY OF FINDINGS
COMO CONSERVATORY - Como Park
The Como Conservatory is being nominated because it has both archi-
tectural and social significance. It js the only surviving Victorian
freestanding crystal palace conservatory in Minnesota. Modeled after
the crystal palaces of the English Kew Gardens, it was a major
� achievement of Frederick Nussbaumer, Supt. of Parks from 1890 to 1922,
and the "Father" of St. Paul 's park and boulevard system. Como Park
in St. Paul has been a major meeting place for Twin Ci�tians since
1888, and with the auilding of the Conservatory in 1914. the park's
popularity increased.

The McGill house, built in 1887, has both architectural and historical
significance. It is an excellent example of the Queen Anne style, a
major building style of the period. There have been some modifications
to th7s wood frame house. The porch was removed and a garage was
added. However, its basic style has been pre.served. The original
owner, Andrew R. McGill , was an important public figure from the
1880s until his death in 1905. He was governor of the state from
1886-88 and i�eld other public offices.
SPANGENBERG HOUSE

The Spangenberg house is located on Mount Curve between Jefferson
and Randolph. Built between 1864 and 1867, it is the oldest house
in this area of St. Paul . The Spangenberg house is a fine example
of a stone pioneer farmhouse. It is built of limestone hauled from
the riverbanks of the nearby Mississippi . Frederic Spangenberg, a
proSperous German dairy farmer and milk distributor, designed and
built the house himself. Once situated in the prairie, the
Spangenberg house is now surrounded by modern homes.

WHEREAS the Heritage Preservation Comnission is authorized by the Heritage
Preseraa�ion Ordinance (Saint Paul City Ordinance 16006) to recommend
buildings to the City's list of Heritage Preservation Sites and
WHEREAS the Heritage Preserv ation Co�unission has determined that th�
residence at
375 Mount Curve Boulevard
also known as Lots 3 & 4, Block 2 Auditor's Subdivision 59
meets the criteria specified in Paragraph B, Section 4 of the Heritage
Preservation Ordinance. Findings on the building's eligibility are attached
hereto as Exhibit A and
WHEREAS the Heritage Preservation Comnission held a public hearing on the
proposed recommendation of this residence on September 6, 1977. Pursuant
to Paragraph E Section 4 of the Heritage Preservation Ordinance, notice of
this hearing was published in the Saint Paul Pioneer Press on August 14, 1977
and notice was sent to property owners within 350 feet and
WNEREAS the present owners of the property, Mr. and Mrs. George Dow, have
maintained the historic character of the property and intend to continue this
program.
NOW THEREFORE BE IT RESOLVED by the Saint Paul Heritage Preservation Comnission
that this residence is hereby recommended to the City Council as a Heritage
Preservation Site.

Built between 1864 and 1867 the Spangenberg House is the o1dest house_ in _the Hi9hland�
Groveland Park area. The house is a fine example of a stone pioneer farm house.
Most noteworthy is the use of_Mississippi limestone that was_hauled from the_nearby
river banks by heavy sled or stone boat in winter. The house was erected overlooking
the river on the prairie which today is dotted with urban residences.

The Spangenbergs were German pioneers who were brought one by one from Germany by
the eldest Spangenberg, Frederick, to assist him in his dairy business. The Spangenbergs
wer•e successful with their cow and milk routes and�� good example of pioneer
determination. The house was maintained for three generations by the Spangenberg
family until 1972 when it was sold to the Dows who continue the preservation of the
house.

turn of the century a trollev ride from St Paul throuqh Como Park to Minne�polis
was very popular and with the opening of the Conservatory in 1914, the Park's popularity
spread regionally. The Conservatory draws spectacular crowds each year, especially

aiographical Sketch: Frederick Nussbaumer
Frederick Nussbaumer, 1850-1935, was born in Juringen� Baden, Germany, where
I�e attended the public schools and graduated from the Polytechnical School in freiberg.
In 1867, he went to London. He worked at Kew Gardens, a botanical center of major
i►i�portance. In 1869, he went to Paris where he obtained further experience and train-
ing from the largest nursery in France.
In France Mr. Nussbaumer met H.W.S. Cleveland, then recognized as the leading
landscape architect in the United States. Cleveland was imPressed with Nussbaumer's
work and urged him to go to the United States. A few months later the Franco-Prussian
War broke out. Nussbaumer was forced to leave France to serve in the German Army.
In 1812, H.W.S.Cleveland sugges�tto St. Paul Council that a large park be developed
around Lake Como. Como Park was established in 1888. Nussbaumer arrived in St. Paul
in 1878. He worked for 10 years as a contract landscaper. In 1888 he became fore-
man at Como Park. On June 15, 1889, he was promoted to the position of superintendent
of parks. He held this position for 33 years, until June of 1922. puring his super-
intendent years Nussbaumer's work became irternationally known, Como Park being the
representation of "his most conspicious and impressive achievement." Como attained
internationQ�recognition as a "garden spot" during the "City Beautiful " era. Many
commissions and delegations interested in city beautification, visited and studied
Nussbaumer's work.
Como Park Conservatory is Nussbaumer's concept. The con�ervatory, a Crystal
Palace,hobviously modelled after the Kew Gardens where he previously worked. Como
Conservatory became and continues to be a major regional attraction.
In summarizing Nussbaumer's work, one article decries that "his greatest work
was in making St. Paul aware of its parks and willing to expand its beauty spaces and
boulevards. . . . "
He is considered to be the father of the St. Paul park and boulevard system.

Preservation Ordinance (Saint Paul City Ordinance 16006) to recommend
buildings to the City's list of Heritage Preservation Sites and
WHEREAS the Heritage Preservation Corr�nission has determined that the
residence at

also known as Part of Lot 14, all of Lots 15-17
Block 42, Saint Anthony Park Addition
meets the criteria specified in Paragraph B Section 4 of the Heritage
Preservation Ordinance. Findings on the building's eligibility are attached
hereto as Exhibit A and
WHEREAS the Heritage Preservation Comnission held a public hearing on the
proposed recommendation of this residence on September 6, 1977. Pursuant
to Paragraph E Section 4 of the Heritage Preservation Ordinance, notice of

Outer double doors contain decorative iron work. In addition, there is a two story
tower which has clapboard siding as does the rest of the house.

The mansion was the home of Andrew R, McGill from 1887 to 1905, the date of his
death. McGill was a prominent political figure during the turn of the century.
His positions included the governorship, state senate seat, postmaster general _
of St. Paul and insurance commissioner. �
During his turn as governor, McGill successfully led a move for high license fees
for saloons. This act became a model for other states to follow.
