1968 (16 U.S.C. Section 1271 et seq.) related to
protecting components ar potential components of
the national wild and scenic rivers system.

Preservation Act of 1966, as amended (16 U.S.C. 470),
EO 11593 (identification and protection of historic
properties), and the Archaeological and Historic

1. (PPE) Provide personal protective equipment for ail personnel assigned to firefighting duties in the City of Saint
Paul Fire Departtnent by supplying individual face pieces for use with the self contained breathing apparatus.
2. (FFE) Fumish additional Thermal Image Cameras to selected fire companies in the City that would increase the
safety and fire detection capabilities of firefighters in a burning structure, and would improve the safety to the
citizens through enhanced seazch and rescue techniques.

Self Contained Breathing Apparatus Face Pieces:
A. The depaztment will need to replace our current SCBA face pieces soon due to the manufacturers notice of
replacement part unavailability within a short period of time.
B. By issuing individual firefighter face pieces for the SCBA's we will be providing our firefighters the latest
standazd in firefighter health, wellness, and safety related to communicable disease and infection control
guidelines. The individualized face piece distribution will limit the risk of air and vapor borne communicabl}�
transmitted diseases, viruses, and infections. Respiratory, skin, and eye infections along with influenza can lx
easily transmitted if a face piece is not properly sanitized after each use.
C. Clear communication is essential to the safety of firefighting personnel on the fire ground. Our department has
experienced severe problems with communication via portable radios when used in conjunction with the current
face pieces. The proposed new face pieces contain the latest in voice diaphragm technology and w-ould greafl}�
improve fire ground communication while wearing the SCBA face piece.
D. Repetitive cleaning and sanitation reduces the life of SCBA face pieces. Individual SCBA face piece issuance
will reduce the amount of times the face pieces will have to be cleaned and sanitized thereby extending the lifz of
each face piece with a long term cost benefit to the department and the City.

Thermal Image Cameras
A. Thermal imagers benefit both the heatth and safety of firef ghters and the health and safery of the community.
By allowing fuefighters to see through blinding smoka, a thermai ima�e camera helps to restore vision to
firef ghters, enabling them to locate unconscious victims in smoke-f tled rooms. The cameras also aid personnei
in detecting structural dangers before they can cause injury and/or death to those inside the structure. Tn overhaul,
thermat imagers a11ow quick and effective pinpointing of hot spots, a process which can require hours of time
without the technology.
B. With the transmitting capability of a thermal image camera, an Incident Commander can see the scope of the fire
from outside the structure, allowing direction and deployment of resources where they are best utilized. Incident
command is made even more effective with wireless transmission, as it allows firefighters to transmit an image
from inside the fize, enabling the commander to assist in monitoring fire conditions that could endanger personnel
fighting the fire.
C. Thermal imagers can be used for many applications outside of structural firefighiing. During hazardous materials
incidents, firefighters can identify sources of vapors and gases, and determine liquid levels in containers, helping
to manage hazardoas materials spills and other conditions more effectively. Because thermal imagers allow thzm
to monitor environments from a distance, they are less likely to be in danger in these situations.

The City of Saint Paul Department of Fire and Safety Services recently replaced all of its Self Contained $reathing
Appazatus at a cost of over $200,000.00 and for the past five yeazs have invested approximately $80,000.00 to
$100,000.00 annually to repiace worn and outdated firefighter turnout gear, including SCBA's in accordance with
NFPA and OSHA guidelines. In addition the Department of Fire and Safety Services has experienced an increase in
its opexational costs within the City of Saint Paul, specifically, fuel costs associated with the department's responding
to 37,118 Fire and Emergency Medical Incidents in 2Q00. Without the assistance of the Federal Government and
FEMA, the City of Saint Paul would not be abie to fund the proposed projects.

The City of Saint Paut Departmant of Fire and Safety Services is committed to the safety and health of our fire&ghting
force and the 287,115 residents we serve in our community. Currently the departrnent also serves as a backup for fue
protection through a mutual aid agreement with the City of Minneapolis. In addition we provide fire protection for th�
Veterans Administration (VA) Hospital at Fort Snelling, Minnesota, as well as Minnesota Mining and Manufacturing
(3M) and their Laboratories in the cities of Maplewood and Cottage Grove, Minnesoia. Our two Hazardous Materia�
Teams serve the State of Minnesota and its citizens as Regional Responders for hazardous incidents and Saint Paul
Fire Hazmat 2 is one of only four State Hazardous Materials Emergency Rasponse Teams. This proposed grant has
taken into consideration the heatth and safety of our firefighters, the cirizens of Saint Paul, and the other communitie°
we are called upon to serve in the State of Minnesota. The Department of Fire and Safety Services is committed to
protect the life and property of the people in Saint Paul by providing quality service by dedicated individuals.

safety and fire detection capabilities of firefighters in a burning structure, and would improve the safety to the
citizens through enhanced seazch and rescue techniques.

Self Contained Breathing Apparatus Face Pieces:
A. The depaztment will need to replace our current SCBA face pieces soon due to the manufacturers notice of
replacement part unavailability within a short period of time.
B. By issuing individual firefighter face pieces for the SCBA's we will be providing our firefighters the latest
standazd in firefighter health, wellness, and safety related to communicable disease and infection control
guidelines. The individualized face piece distribution will limit the risk of air and vapor borne communicabl}�
transmitted diseases, viruses, and infections. Respiratory, skin, and eye infections along with influenza can lx
easily transmitted if a face piece is not properly sanitized after each use.
C. Clear communication is essential to the safety of firefighting personnel on the fire ground. Our department has
experienced severe problems with communication via portable radios when used in conjunction with the current
face pieces. The proposed new face pieces contain the latest in voice diaphragm technology and w-ould greafl}�
improve fire ground communication while wearing the SCBA face piece.
D. Repetitive cleaning and sanitation reduces the life of SCBA face pieces. Individual SCBA face piece issuance
will reduce the amount of times the face pieces will have to be cleaned and sanitized thereby extending the lifz of
each face piece with a long term cost benefit to the department and the City.

Thermal Image Cameras
A. Thermal imagers benefit both the heatth and safety of firef ghters and the health and safery of the community.
By allowing fuefighters to see through blinding smoka, a thermai ima�e camera helps to restore vision to
firef ghters, enabling them to locate unconscious victims in smoke-f tled rooms. The cameras also aid personnei
in detecting structural dangers before they can cause injury and/or death to those inside the structure. Tn overhaul,
thermat imagers a11ow quick and effective pinpointing of hot spots, a process which can require hours of time
without the technology.
B. With the transmitting capability of a thermal image camera, an Incident Commander can see the scope of the fire
from outside the structure, allowing direction and deployment of resources where they are best utilized. Incident

C. Thermal imagers can be used for many applications outside of structural firefighiing. During hazardous materials
incidents, firefighters can identify sources of vapors and gases, and determine liquid levels in containers, helping
to manage hazardoas materials spills and other conditions more effectively. Because thermal imagers allow thzm
to monitor environments from a distance, they are less likely to be in danger in these situations.

The City of Saint Paul Department of Fire and Safety Services recently replaced all of its Self Contained $reathing
Appazatus at a cost of over $200,000.00 and for the past five yeazs have invested approximately $80,000.00 to
$100,000.00 annually to repiace worn and outdated firefighter turnout gear, including SCBA's in accordance with
NFPA and OSHA guidelines. In addition the Department of Fire and Safety Services has experienced an increase in
its opexational costs within the City of Saint Paul, specifically, fuel costs associated with the department's responding
to 37,118 Fire and Emergency Medical Incidents in 2Q00. Without the assistance of the Federal Government and
FEMA, the City of Saint Paul would not be abie to fund the proposed projects.

The City of Saint Paut Departmant of Fire and Safety Services is committed to the safety and health of our fire&ghting
force and the 287,115 residents we serve in our community. Currently the departrnent also serves as a backup for fue
protection through a mutual aid agreement with the City of Minneapolis. In addition we provide fire protection for th�
Veterans Administration (VA) Hospital at Fort Snelling, Minnesota, as well as Minnesota Mining and Manufacturing
(3M) and their Laboratories in the cities of Maplewood and Cottage Grove, Minnesoia. Our two Hazardous Materia�
Teams serve the State of Minnesota and its citizens as Regional Responders for hazardous incidents and Saint Paul
Fire Hazmat 2 is one of only four State Hazardous Materials Emergency Rasponse Teams. This proposed grant has
taken into consideration the heatth and safety of our firefighters, the cirizens of Saint Paul, and the other communitie°
we are called upon to serve in the State of Minnesota. The Department of Fire and Safety Services is committed to
protect the life and property of the people in Saint Paul by providing quality service by dedicated individuals.

Self Contained Breathing Apparatus Face Pieces:
A. The depaztment will need to replace our current SCBA face pieces soon due to the manufacturers notice of
replacement part unavailability within a short period of time.
B. By issuing individual firefighter face pieces for the SCBA's we will be providing our firefighters the latest
standazd in firefighter health, wellness, and safety related to communicable disease and infection control
guidelines. The individualized face piece distribution will limit the risk of air and vapor borne communicabl}�
transmitted diseases, viruses, and infections. Respiratory, skin, and eye infections along with influenza can lx
easily transmitted if a face piece is not properly sanitized after each use.
C. Clear communication is essential to the safety of firefighting personnel on the fire ground. Our department has
experienced severe problems with communication via portable radios when used in conjunction with the current
face pieces. The proposed new face pieces contain the latest in voice diaphragm technology and w-ould greafl}�
improve fire ground communication while wearing the SCBA face piece.
D. Repetitive cleaning and sanitation reduces the life of SCBA face pieces. Individual SCBA face piece issuance
will reduce the amount of times the face pieces will have to be cleaned and sanitized thereby extending the lifz of
each face piece with a long term cost benefit to the department and the City.

Thermal Image Cameras
A. Thermal imagers benefit both the heatth and safety of firef ghters and the health and safery of the community.
By allowing fuefighters to see through blinding smoka, a thermai ima�e camera helps to restore vision to
firef ghters, enabling them to locate unconscious victims in smoke-f tled rooms. The cameras also aid personnei
in detecting structural dangers before they can cause injury and/or death to those inside the structure. Tn overhaul,
thermat imagers a11ow quick and effective pinpointing of hot spots, a process which can require hours of time
without the technology.
B. With the transmitting capability of a thermal image camera, an Incident Commander can see the scope of the fire
from outside the structure, allowing direction and deployment of resources where they are best utilized. Incident
command is made even more effective with wireless transmission, as it allows firefighters to transmit an image
from inside the fize, enabling the commander to assist in monitoring fire conditions that could endanger personnel
fighting the fire.
C. Thermal imagers can be used for many applications outside of structural firefighiing. During hazardous materials
incidents, firefighters can identify sources of vapors and gases, and determine liquid levels in containers, helping
to manage hazardoas materials spills and other conditions more effectively. Because thermal imagers allow thzm
to monitor environments from a distance, they are less likely to be in danger in these situations.

The City of Saint Paul Department of Fire and Safety Services recently replaced all of its Self Contained $reathing
Appazatus at a cost of over $200,000.00 and for the past five yeazs have invested approximately $80,000.00 to
$100,000.00 annually to repiace worn and outdated firefighter turnout gear, including SCBA's in accordance with
NFPA and OSHA guidelines. In addition the Department of Fire and Safety Services has experienced an increase in
its opexational costs within the City of Saint Paul, specifically, fuel costs associated with the department's responding
to 37,118 Fire and Emergency Medical Incidents in 2Q00. Without the assistance of the Federal Government and
FEMA, the City of Saint Paul would not be abie to fund the proposed projects.

The City of Saint Paut Departmant of Fire and Safety Services is committed to the safety and health of our fire&ghting
force and the 287,115 residents we serve in our community. Currently the departrnent also serves as a backup for fue
protection through a mutual aid agreement with the City of Minneapolis. In addition we provide fire protection for th�
Veterans Administration (VA) Hospital at Fort Snelling, Minnesota, as well as Minnesota Mining and Manufacturing
(3M) and their Laboratories in the cities of Maplewood and Cottage Grove, Minnesoia. Our two Hazardous Materia�
Teams serve the State of Minnesota and its citizens as Regional Responders for hazardous incidents and Saint Paul
Fire Hazmat 2 is one of only four State Hazardous Materials Emergency Rasponse Teams. This proposed grant has
taken into consideration the heatth and safety of our firefighters, the cirizens of Saint Paul, and the other communitie°
we are called upon to serve in the State of Minnesota. The Department of Fire and Safety Services is committed to
