WHEREAS, it is appropriate and desirable to establish a new class title of Public Health Services Manager and class specifications for said title; and WHEREAS, said class shall be in the Classified Service of Civi.l Service; now, therefore, be it RESOLVED, that the Civil. Service Rules be amended by adding to Section 6, in Grade 31 under t,he heading "Professional-Administrative Group, the title PUBLIC HEALTH SERVICES MANAGER; and be it FURTHER RESOLVED, that the Civil Service Rules be further amended by inserting in Section 49, in proper alphabetica], order, the attached Class Specification for the new title of PUBLIC HEALTH SERVICES MANAGER. Supervision Received: Works under the general guidance and direction of the Director of Community Services. Supervision Exercised: Exercises within a division general administrative supervision directly and through aubordinate supervisors over all levels of professional, technical aad clerical public health work. TYPICAL DUTIES PERFORMED The listed examplea maq not include all duties performed by all positions in this clasa. Plans, coordinates and directs all ma�or activities of the Division of Public Health; sets overall ob�ectives and policies. Acts as advisor to the Mayor and department heada regarding community public health priorities, programs, funding sources, and public health legislation. Directs the orgar►ization, implementation, and presentation of surveqs, atudies, analyses of public health programs aad priorities. Coordinatea the activitiea of the Division of Public Health with other official, voluntarq, and private health ageacies to maximize available resources and reduce duplication of efforts. Acts as the executive officer for all of the division's federal, state, and other grant programs. Interprets, reviews, and evaluates existing divisional policies and pro- cedures; desigae and implemeats new programs and policies. Directs the preparation of divisional budgets, review of expenditures, and the establishmeat of budgetary monitoriag programa. Evaluatea the effectiveneas of public health programs and pro�ecta. Represents the Divivion of Public Health before appropriate agencies, committees, or groupa. Directs the preparation of recommended public health legislation and regulations. RNOWLEDGES, SKILLS AND ABILITIES Thorough kaowledge of public health principles, policies, practices and legislation. � Marked ability to plan, organize and delegate work. Thorough kaowledge of the facilities, functions and programs of the division. � Coasiderable ability to communicate effectively both orally and in writing. � Considerable abilitq to establish working relationshipe with supervisors, � subordinatea, outside ageacies aad communitq representatives.
