RESOLVED, That the Council of the City of Saint Paul hereby
requests that the Ramsey County Hospital azd Sanitarium Commission
enter into negotiations with the Minnesota Department of Transpor-
tation for the purpose of the Hospital constructing a parking lot,
partially on Minnesota Department of Transportation right-of-way,
between the Hospital grounds and the North side of the present
frontage road running between University Avenue and Robert Street; and
be it
F'URTHER RESOLVED, That the Council of the City of Saint Paul
hereby declares its support �f such negotiations and the Hospital 's
construction of such parking lot.

Dear Ms. Mix:
The enclosed communication originating with Mr. Gary A. Davis,
Assistant County Attorney, identifies and outlines the necessity
for a resolution by both the Board of Ramsey County Commissioners
and the City Council to enable the Hospital to enter into a lease
agreement with the Department of Transportation for use of the
right-of-way f or parking purposes.
The suggested wording for such a resolution by the City Council is:
. . .RESOLVED, That the City Council of the City of Saint Paul
hereby requests that the Ramsey County Hospital and Sanitarium
Commission enter into negotiations with the Minnesota Department
of Transportation for the purpose of the Hospital constructing
a parking lot, partially on Minnesota Department of Transportation
right of way, between the Hospital grounds and the north side of
the present frontage road running between University Avenue and
Robert Street; be it further
RESOLVED, That the City Council of the City of Saint Paul
declares its support of such negotiations and the Hospital 's
construction of such a lot. . .
The Hospital Commission would appreciate the Council considering this
resolution at its next scheduled meeting,

Re: Proposed Parking Lot Between St . Paul-Ramsey Hospital
Grounds and the Freeway Frontage Road �
Dear Mr. Syverson:
I have recently been in contact with Mr. Chester R.
Tollefson, District Right of Way Engineer for the Minne-
sota Department of Transportation, concerning the proposed
parking lot at St . Paul-Ramsey Hospital. Since part of
the proposed lot would be on Minnesota Department of
Transportation right of way, it will be necessary to
enter into an Agreement with the Minnesota Department
of Transportation.
Anticipating such negotiations, Mr. Tollefson has re-
quested that the County Board as pa.rt owner of the adja-
cent property, request that the Hospital Commission en-
ter into negotiations with the Department of Transporta-
tion for the use of the right of way for parking lot pur-
poses .
Therefore, you may wish to write a letter to the County
Board asking them to pass a resolution worded substan-
tially as follows:
RESOLVED, That the Board of Ramsey County
Commissioners hereby request that the Ramsey
County Hospital and Sanitarium Commission en-
ter into negotiations with the Minnesota De-
partment of Transportation for the purpose
of the Hospital constructing a• parking lot,
partially on Minnesota Department of Trans-
portation right of way, between the Hospital
grounds and the no�th side of the present
frontage road running between University
